MINUTES OF THE MEETING FOR � ' TIME: /`____ THE WICHITA FALLS TRAFFIC SAFETY COMMISSION OF February 5, 2014 MEMBERS PRESENT: MEMBERS ABSENT: Mark Beauchamp Toby Catlin (Unexcused) Dennis Marquardt Darrell Choate (Unexcused) Laney Oliver Bill Horton (Excused) T.J Herrell TX Dot Phil Golden (Excused) Andy Kocher Carrie Ann Taylor (Excused) Stan Horton Charles Grady Scott Vaughn WFPD Tim Hertel EX-OFFICIO MEMBERS PRESENT: EX-OFFICIO MEMBERS ABSENT Brian Meverden (SAFB) Ben Hoover- Councilor-At-Large GUESTS: Charles Grady called the February 5, 2014 meeting of the Wichita Falls Traffic Safety Commission to order at 1:30 p.m. The minutes were approved for January 2014. The financial report for February 2014 was presented by Stan Horton. The balance is $772.56. Accident Statistics: WFPD advised the total crashes for January were 204 of which 32 were injury accidents including 4 fatalities. There have been 4 fatalities for 2014. PAGE 1 City Traffic Report Mark Beauchamp discussed the following: 1. Lawrence Rd and Kell Blvd multi-turn lane project- still making adjustments. 2. Lighting project- Sheppard Rd. and Maurine Street to Scott Street. 3. Spring maintenance will start soon. 4. 400 LED fixtures will be installed during the summer months 5. Bicycle friendly community project is still in the works. State Traffic Report Tim Hertel discussed the following: 1. Windthorst road overpass is almost complete. An attempt to establish vegetation will finish the project. 2. Installations of protected turn on Hwy 79 at Professional Drive by Wal-Mart - holding through the holidays. 3. Dynamic message sign on Kell is progressing. Committee Reports None Unfinished Business: 1. Item 01-13: Adding a Bicycle/Pedestrian Representative to TSC Mark Beauchamp advised he would get in touch with the individual that had an interest in this position. 2. Item 01-14: Bicycle Rodeo for April 5th 2014 3. Item 02-14: Letter drafted to State Rep office for enhancements in slow down pull over law to cover City Workers Mark Beauchamp met with the Risk Management office in reference to this matter. He was advised that new training would be looked at for city employees to better ensure their safety. New Business: 1. Mark Beauchamp advised a citizen called in a complaint requesting speed limits be lowered on Southeast Drive to 25mph. Mark advised this area did not warrant any reduction in speed after a speed study was conducted. No accident stats were available due to no accidents being reported on this street. 2. Saturday May 3rd—celebration of international bicycle month. The Traffic Engineering, Parks, and Health Department will be hosting an event on the hike and bike trail from loam to 3pm. Rest stops will be manned by sponsors and participants will be given passports with maps and safety information. Riders will also be included in an entry for a drawing of merchandise from sponsors.
