CALL TO ORDER:
Penny Miller called the meeting to order at 1:30 pm. The minutes of August 22nd, 2013 were
put before the Board. A motion was made by Walter Lambert to approve the minutes and
seconded by Stephen Garner. Minutes were approved.
DEPARTMENTAL REPORT:
1. Circle Trail-Still working with Biggs and Mathews and engineering documents on
section from Seymour Highway to Lucy Park. It remains about 50% complete. We are
spending a little more time on a drainage drop structure making sure it will not wash
out that Circle Trail section. It is located behind the Wichita Falls R.V. Park.
2. 4B Project-South Weeks Park Pond-The contractor will soon be paving the parking
lot to conclude the last of the 4B work being done at the Pond.
3. 4B District V Park Project-we have the legal documents back from the contractor to
complete the Lions Park bridge. Staff is about 75%finished with Expressway Village
Park Pond. We are still working on the acquisition of the five parcels adjacent to City
View Park.
4. The Park Maintenance Shop is getting closer to having an Open House. We are
waiting on completion of the playground and gazebo, hopefully, sometime in
November.
5. The Fall Concert Series is going on every other Tuesday at the MPEC. "Two of the
four concerts have occurred &"everyone has enjoyed them."
6. Falls Fest is being moved to the MPEC due to the rain forecast. Most of the music
performances will be indoors.

7. The Community Garden is 95% complete. An Open House is anticipated this fall.
8. All Recreation Programs and Leagues are going well.
Walter Lambert asked if the 50 +Zone had a lot of communication with other senior care
facilities in the city. Staff indicated most of the senior care facilities in the city put on
different programs at the 50 + Zone and transport their guests to the Zone.
There was discussion about the black pipe being stored in the Hamilton Park parking lot.
The Board asked if it would affect the Circle Trail in anyway when the pipe is put in,
noting the Circle Trail is torn up in Hamilton Park near the north entrance. Jack Murphy
indicated it is not likely the new water reuse program, but, a storm water project and will
be repaired.
NEW BUSINESS:
1. Park Improvement Committee(Lake Wichita Study Committee).
Stephen Garner gave an update on how the Lake Wichita Study Committee is
proceeding. Six sub-committees have been appointed and they have received
positive feedback from the City Staff, the business community and general public.

OTHER ITEMS:
Penny Miller had a concerned person call her about the restrooms in Lucy Park being
really dirty.
Sharon Roach told the members about enjoying the concert at MPEC put on by the
Recreation Department.
Ben Filer told the members that the Hotter`n Hell Hundred went smoother this year
than ever before.
