November 8, 2013

I. CALL TO ORDER
Katrena Mitchell, Chair, called the meeting to order.
II. REVIEW &APPROVAL OF FEBRUARY MINUTES
The minutes from the ASAC Meeting on August 9, 2013 were distributed and reviewed. Mrs. Herzog
made the motion to accept these minutes with a second by Mrs. Weaver. Motion was carried.
III. OLD BUSINESS
Ms. Mitchell advised the committee that the chaining ordinance went into effect since the last
Meeting and the chain off program seems to be going strong. Mrs. Weaver advised that they put up at
least 20 fences, and that the program is still getting numerous applications. Mrs. Herzog advised that
they put out request for more team leaders and more volunteers because it's the same group of people
working every weekend that had started volunteering with the program. Ms. Mitchell advised that
Mrs. Schaffer from the P.E.T.S. clinic has been great at communicating with Animal Services about
which applications have been approved to help Animal Control which addresses have been completed
and which ones are still on the list waiting to be completed. Ms. Mitchell advised that Animal Services
hasn't seen a lot of increase in animals being surrendered due to the no chaining ordinance. Mrs.
Herzog asked Ms. Mitchell if they have written a lot of tickets due to the new ordinance, Ms. Mitchell
replied they have written some citations due to citizens not cooperating with the new ordinance.
IV. NEW BUSINESS
Ms. Mitchell advised that the committee members were emailed copies of new draft ordinances.
Ms. Mitchell informed the committee that the ordinances were drafted from some of the ordinances
from San Antonio. Ms. Mitchell advised the committee that they drafted a stud permit and as far as she
is aware of it's the first in the state. Ms. Mitchell informed the committee that the permit is fifty dollars
for every litter. Mrs. Herzog inquired that if a citizen advised that they didn't know about the permit
could they get it after the litter was born. Mrs. Kreidler replied that they have up to ten days to obtain
the permit after the litter was born. Mrs. Herzog asked if that included the selling and breeding permit
too. Mrs. Kreidler replied that those are two different permits. There would be one for selling and the
other is a litter permit. Mrs. Kreidler explained that the litter permit is if the animal accidently got out
and got pregnant and the owners are planning to give them away. The permit is to help the owner take a
more responsible role for their animals. Ms. Mitchell explained that the sellers permit is if they're
offering to sell inside the city limits. For the ones that trade or sell on the social media sites, they would
need a physical location or address within the city limits per the city's legal department, if they're out
of the city limits and posting inside the city limits, we can't enforce that due to there's not a physical
location inside the city limits.
Ms. Mitchell informed that they are excluding flea market out of the permit definition of pet shop.As
of now the flea markets get a pet shop license and under that whomever sets up to sell there has no
responsibility. With this proposed change, individuals would need to get their own permit to sell. Mrs.
Herzog asked if that was from anywhere. Mrs. Kreidler replied yes that's from anywhere, if someone
comes in from Bowie to sell at the flea market they would need a litter permit to sell out there. Mrs.
Herzog replied that that would make a big difference due to there's a lot of puppies out there changing
hands for cheap. Ms. Mitchell asked the committee if they wanted to add or change anything to the new
proposed ordinances. Mrs. Kreidler advised the committee to look over the drafts and then get back
with Ms. Mitchell if they have any suggestions. Mrs. Kreidler informed the committee that they would
like to have a final draft to take back to the Board of Health on December 6, 2013. Mrs. Kreidler also
then would like to take it to City Council the first meeting in January.
Ms. Mitchell informed the committee that she spoke with Leslie Harrelson from P.E.T.S. Clinic and one
of her suggestions was that the animal licensing fees did not have a big difference between the altered
and unaltered licensing fees. Now for a 1 year altered is $12.00 verses 1 year unaltered which is
$22.00. Mrs. Harrelson asked about increasing that amount, Ms. Mitchell asked the committee on their
advice on what the fee increase should be or if there need to be an increase. Mrs. Herzog agreed that
the fee should be increase up to 4 time the amount the licenses are now. Mrs. Weaver also agreed with
Mrs. Herzog that the fees should be higher. Mrs. Kreidler advised that at 4 times that would make the
fees $48.00 for one year and $106.00 for a 3 year license. Mrs. Herzog asked if they could increase the
fine for having an unaltered animal. Mrs. Kreidler replies that the fines are set by the legal department
and that it's not illegal to have an unaltered animal inside the city limits. Mrs. Kreidler advised that she
believes that this is a positive compromise from where Ms. Mitchell started 3 years ago. Ms. Mitchell
informed the committee that the last draft ordinance is the reclaim. On the first impound the citizen has
the option to pay all the reclaim fees or to go prepay for a spay and neuter appointment at the vet clinic
of their choice and the city will waive the fees and they have 30 to 90 days to have the animal spayed
or neutered. Then on the second impound it's the mandatory spay or neuter. Ms. Mitchell informed
the committee that for our fiscal year last year for October 1, 2012 to September 30, 2013 the
euthanasia rate dropped again to 62 percent. Mrs. Herzog asked what the rate was previously.
Ms. Mitchell replied that previously it was 64 percent. Mrs. Kreidler advised that when animal services
opened and transferred over that year it was 76 or 78 percent. Mrs. Kreidler also stated that it's slow
progress but its progress. Ms. Mitchell advised that the numbers as of last month were Animal Services
sent 73 animals home with their owners, 55 animals went to rescue, 47 animals went to the Humane
Society and we euthanized 272 animals and that numbers include wildlife and feral cats.

Ms. Mitchell advised that the next ASAC meeting is set for Friday February 14, 2014 at 12:00 p.m.
Mrs. Herzog made the motion to adjourn. Mrs. Weaver seconded the motion to adjourn. Motion carried
and all were in favor.
