Call to Order and Introductions Steve Garner called the meeting to order and all members, staff and guests introduced themselves. II. Approval of Minutes Penny Miller presented the draft minutes. There were some corrections noted to the original draft by Monique Coleman which have been incorporated into the revised minutes. Steve Garner moved the minutes of the December meeting be approved with the corrections noted. Penny Miller seconded. Minutes were approved. Ill. Guest Presentation Martin Litteken discussed Lake Wichita boundary matters with the committee. Mr. Litteken helped the City determine lake boundaries during a project a few years ago. Lake boundaries and property rights impact potential dredging and water rights that must be considered before finalizing plans. LAKE WICHITA COMMITTEE January 14,2014 Page 1 There was a question from the committee concerning the west end of Lake Wichita. According to one map the City has water rights; however, no document has been found to support this, and all of the land at that end of the lake is under private ownership. Mr. Litteken has many pages of photos and the City has access to all of his information. He stated the area at the west end of Lake Wichita is available for utilization and future plans for Lake Wichita. Tom Lang stated he had been speaking to Mr. Litteken about a water strategy to clean out the brush and mesquite to increase the capacity of the watershed. Steve Garner asked about running a reuse water line sometime in the future as a supplemental source of water for Lake Wichita. Currently that water is slated to run to Lake Arrowhead. Mr. Litteken stated that TCEQ and TWDB prefer the water to go to Lake Arrowhead because there is more dilution. In addition, Lake Wichita has no storage capacity. There are many health and regulatory issues to consider before deciding to do this. The concern of the committee is that Lake Diversion water is high in chlorides, which has contributed to a number of golden algae blooms in Lake Wichita. If the City decided to use Lake Wichita for reuse water, much more equipment would be required to meet TCEQ requirements. Mr. Litteken stated there is no magic formula for a water strategy for the lake. Water is a finite resource, and there is no aquifer here. In his opinion drilling wells is not an option because the wells will provide only a small amount of water. Steve Garner asked about the use of water from Lake Wichita during a rain event. Davis Powell indicated a fluctuation on water quality into the city water system would cause significant issues with water purification. Councilor Brian Hooker stated the cost of water treatment from Lake Wichita was the deciding factor for sending reuse water to Lake Arrowhead. There followed a discussion on brush control as a water strategy. There followed additional general discussion of what the committee has learned concerning other options for storage of water, maintaining water levels, and water treatment. IV. Discussion of Presentation Monique Coleman and Tom Lang reviewed draft renderings and the draft presentation for the upcoming City Council planning meeting. Members provided suggestions and comments. Following the draft presentation review, Steve Garner asked anyone with photos of the meeting with the Corps of Engineers at Lake Wichita to send them to him so the pictures can be included in the presentation and final action plan for City Council.
