Min 01/21/2014 CITY COUNCIL MINUTES Page 1 CITY COUNCIL MINUTES Wichita Falls, Texas Memorial Auditorium Building January 21, 2014 Item 1 - Call to Order The City Council of the City of Wichita Falls, Texas met in regular session on the above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with the following members present. Glenn Barham - Mayor Tim Ingle - Councilors Ben Hoover Annetta Dotson - Brian Hooker - Michael Smith - Mary Ward - Absent Darron Leiker - City Manager Miles Risley - City Attorney Tracy Norr - City Clerk - - - - - - - - Mayor Barham called the meeting to order. - - - - - - - - Item 2a - Invocation Pastor Dan Leslie of the Colonial Church gave the invocation. - - - - - - - - Item 2b - Pledge of Allegiance Mayor Barham led in the Pledge of Allegiance. - - - - - - - - Item 3a – Presentation – University Kiwanis Club, Mike Allen Mike Allen presented a check to the city for the support of the University Kiwanis Club park concession stand. Jack Murphy thanked the members of the Kiwanis Club for their work and support through operating the concession stand at the park. He said the proceeds from the sales go back into park improvements. CITY COUNCIL MINUTES Page 2 Item 3b- Proclamation – Crime Stoppers Awareness Month Mayor Barham read a proclamation establishing January 2014 as Crime Stoppers Awareness Month in Wichita Falls. Officer Spraggins thanked those who are involved with Crime Stoppers, particularly the civilian board that runs the program. Item 3c – Proclamation – Earned Income Tax Credit Awareness Day Mayor Barham read a proclamation establishing January 24, 2014 as Earned Income Tax Credit Awareness Day in Wichita Falls. He encouraged citizens to learn about the tax credit and to participate in this volunteer community service. - - - - - - - - Item 3d – Proclamation – Americorps NCCC (National Civilian Community Corps) Mayor Barham read a proclamation establishing January 24, 2014 as Americorps National Civilian Community Corps Day in Wichita Falls. He noted the representatives will be doing the volunteer work to assist community members to prepare their income taxes. Greg Shannon said their goal is to complete 3,000 tax returns. - - - - - - - - Item 4- Comments from the Public to Members of the City Council Concerning Items That Ar e Not on the City Council Agenda. Mike Kaspar, 3002 Cumberland Avenue, said a city truck in his neighborhood was putting a spotlight on the houses and pulling into the driveways. The driver would not provide information about what he was doing. Mr. Kaspar asked for information about what was going on. Mayor Barham directed him to get with Russell Schrieber. - - - - - - - - Item 5 – 6a – Consent Items City Manager Darron Leiker gave a briefing on the items listed under the Consent Agenda. Moved by Councilor Smith that the Consent Agenda be approved. Motion seconded by Councilor Ingle and carried by the following vote: Ayes: Mayor Barham, Councilors Hoover, Dotson, Hooker, Smith, and Ingle. Nays: None Item 5 - Approval of Minutes of the January 7, 2014 Regular Meeting of the Mayor and City Council Item 6a – Receive Minutes Minutes of the following boards and commissions were received: CITY COUNCIL MINUTES Page 3 (a) Lake W ichita Study Committee, November 12, 2013 - - - - - - - - Item 7a – Resolution #08-2014 RESOLUTION NO. 08-2014 Resolution Awarding Bid for the Purchase of Eight ¾-ton Pickups from Wichita Falls Ford Lincoln Inc., in a Total Amount of $160,109.60 Moved by Councilor Hooker that Resolution No. 08-2014 be passed. Motion seconded by Councilor Ingle and carried by the following vote. Ayes: Mayor Barham, Councilors Hoover, Dotson, Hooker, Smith and Ingle. Nays: None - - - - - - - - Item 7c – Resolution #10-2014 RESOLUTION NO. 10-2014 Resolution Declaring the City of Wichita Falls’ Eligibility and Intention to Participate in the Texas Tax Abatement Program to Promote Development and Redevelopment and Adopt Guidelines and Criteria for Tax Abatement in the City of Wichita Falls Moved by Councilor Ingle that Resolution No. 10-2014 be passed. Motion seconded by Councilor Dotson and carried by the following vote: Ayes: Mayor Barham, Councilors Hoover, Dotson, Hooker, Smith and Ingle. Nays: None - - - - - - - - Item 7d – Resolution #11-2014 RESOLUTION NO. 11-2014 Resolution Authorizing the City Manager to Execute Supplemental Agreement No. 1 to Lease No. USAF/AETC-SHE-1-09-003 between the United States of America and City of Wichita Falls to Amend the City’s 2009 Lease with the Air Force for Wichita Falls Municipal Airport Moved by Councilor Hooker that Resolution No. 11-2014 be passed. Nays: None - - - - - - - - Item 11 – Executive Session City Council went into Executive Session at 8:51 a.m. in accordance with Texas Government Code §551.071, §551.072, §551.074, and §551.087. City Council reconvened at 9:03 a.m. The Mayor announced that no polls or votes were taken during Executive Session. - - - - - - - - Item 7b – Resolution #09-2014 RESOLUTION NO. 09-2014 Resolution Extending the Leave of Officer Doug Tidwell Pursuant to Texas Local Government Code § 143.073 Moved by Councilor Ingle that Resolution No. 09-2014 be passed. Motion seconded by Councilor Smith and carried by the following vote. Ayes: Mayor Barham, Councilors Dotson, Hooker, Smith and Ingle. Abstention: Councilor Hoover Nays: None - - - - - - - - Item 10a – Staff Council Discussion Update on Airport Terminal John Burrus presented a video overview of the airport construction. He reported that about 70% of the slab is completed. The slab has been behind schedule due to the cold weather. Steel is going up. He anticipates a council tour in April. He noted the contractor anticipates catching up to the schedule the slab and steel are completed. Update on Direct to Potable Reuse (DPR) Water Project Russell Schreiber said the pumps and drive were started on January 8, 2014 and water was pumped to the Cypress plant. TCEQ did an inspection on January 10, 2014. Water is CITY COUNCIL MINUTES Page 5 being treated and trouble-shooting is being done on the equipment. A mock full scale verification is being done. The full scale verification is scheduled for January 27, and the TCEQ approval letter is expected by that date. Councilor Ingle thanked the public works department for their work and dealing with the tasks, details, and challenges of this project. - - - - - - - - Item 10b – Discussion of Items of Concern to Members of the City Council Members of the City Council presented the following matters: Councilor Ingle asked Chief Borrego if an ordinance could be created to allow police officers to arrest and remove vagrants and drifters from the downtown area. He said this would help the efforts of cleaning up the downtown area. Councilor Ingle also predicted seasons of stagnant or miniscule growth. He said we can continue to work on making Wichita Falls the best place to live. The water problem is being addressed and a sub-committee is being formed to look at ways to make the building code and inspections more business friendly. He discussed strategy as the council is planning for the future. He said he thinks the next a new high school is needed to improve the education level for the long-term growth. If the school raises taxes, he does not want to increase city taxes. He noted that would affect pay raises for the city employees. He listed his priorities as water, reducing employees’ health care costs, building a new high school, making the building code more business friendly, a job reclassification study, and setting priorities on downtown and Sheppard AFB development. Councilor Smith said he looks forward to the strategic planning sessions next week. He said there are continued challenges due to the water situation and the stagnant economy. He invited everyone to come downtown at night to see the LED retrofit lighting project. Councilor Hoover seconded the words of appreciation for the public works department and the water project. It is a comfort to know we will soon have 4-5 million gallons of additional water in the system. Mayor Barham added that last Saturday was the 25th annual Martin Luther King prayer breakfast. It was a very good event planned by Dorothy Robert Burns. - - - - - - - Item 11 – Executive Session City Council returned into Executive Session at 9:31 a.m. in accordance with Texas Government Code §551.071, §551.072, §551.074, and §551.087.
