RESOLUTION NO. 14-2014
Resolution authorizing the purchase of eleven in-car video systems
from L3 Communication Mobile-Vision, Inc., through the Houston-
Galveston Area Council of Governments, in the amount of
$58,795.00.
WHEREAS, Texas Local Government Local Government Code §252.022
exempts items purchased through interlocal cooperative purchasing contracts from the
State’s competitive bidding requirements as follows:
This chapter does not apply to expenditure for. . . (12) personal property sold:. .(D) under
an interlocal contract for cooperative purchasing administered by a regional planning
commission established under Chapter 391.
WHEREAS, the City Council of the City of Wichita Falls has passed a resolution
approving the participation in such cooperative agreements;
WHEREAS, Sections 252.022 (a)(7)(A) of the Texas Local Government provides
exemption from competitive bidding of certain purchases, specifically for “items that are
available from only one source because of patents, copyrights, secret processes, or
natural monopolies;
WHEREAS, the City Council finds that this purchase is exempt from the
requirements for competitive bidding pursuant to Tex. Local Gov’t Code § 252.022(a)(2)
because it is a procurement necessary to preserve or protect the public health and
safety of the residents of the City of Wichita Falls; and
WHEREAS, the City Council desires to purchase 11 in-car digital video systems
for police patrol vehicles.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
Authorization is granted to purchase 11 in-car digital video systems from L3
Communications Mobile-Vision, Inc., through the Houston-Galveston Area Council of
Governments, in the amount of $58,795.00.
