Dennis Marquardt called the Nov 6, 2013 meeting of the Wichita Falls Traffic Safety
Commission to order at 1:30 p.m.
The minutes were approved for Sept 2013 because there was not a quorum for the
October meeting.
The financial report for October was presented by Stan Horton. The balance is
$772.56.
Accident Statistics:
WFPD advised the total crashes for August were 253 of which 67 were injury
accidents - 0 fatalities. There have been 9 fatalities for 2013.

City Traffic Report
Mark Beauchamp discussed the following:
1. Lawrence Rd and Kell multi-turn lane project will be underway soon.
2. Finished a $45,000 2 year striping project.
3. Overlay project on Kemp should be finished by Thanksgiving.
4. Rapid flash beacons for Fairway by Jefferson School will be installed soon.
5. Sign replacement project will start soon from Loop 11 to the city limits.
Mark advised all used sign material is either refurbished or recycled.
State Traffic Report
T.J. Herrell discussed the following:
1. Windthorst road overpass is almost complete. An attempt to establish vegetation
will finish the project.
2. Installations of protected turn on Hwy 79 at Professional Drive by Wal-Mart.
Committee Reports
1. Safe Routes info. Bike event for Southern Hills. Mark advised about 50
participants were given safety material and helmets with the exception of one
father who refused the helmet for his child.
2. Discussion followed about the TSC being involved in an event where a
requirement to wear the safety equipment will be in place.
Unfinished Business:
1. Item 01-13: Adding a Bicycle/Pedestrian Representative to TSC
Miles Risley advised an ordinance would need to be written to add the position.
The TSC asked that Mr. Risley be invited to the January TSC Meeting.
2. Game cameras will be installed on the Hike and Bike trail to get a better count of
traffic on the trail.
New Business:
1. Explore a safety ordinance to cover all public service workers while working on
roadways - slow down or change lane. City Attorney Miles Risley will be invited
to speak on this subject.
2. Election of TSC Officers - a motion was made by Mark Beauchamp and
seconded by Phil Golden to elect Charles Grady as Chairman. The motion
carried. A motion was made by Mark Beauchamp and seconded by Charles
Grady to elect Andy Kocher as Vice Chairman. The motion carried.

Items of Discussion:
Charles Grady suggested that we start sending donation letters as soon as possible.
There being no further business before the Commission, the meeting was adjourned
at 2:30 P.M.
