I. Call to Order and Introductions
Steve Garner called the meeting to order and all members, staff and guests introduced
themselves.
II. Approval of Minutes
Penny Miller moved the minutes of the September meeting be approved. Nancy Howell
seconded. Minutes were approved.
III. Results of Lake Wichita Survey
Steve Garner, Monique Coleman and Jack Murphy have reviewed the results of the public
Lake Wichita survey. There were 272 respondents in less than a month.

IV. Guest Presentation
Mr. Brandon Shiplet gave a presentation about a possible Watersport Complex. 35% of
the Wichita Falls population is in the 15-34 year age group and these sports are very
popular to this age group. The nearest such parks are in Oklahoma City and in Fort Worth.
He showed many examples of the water sports which are a part of these complexes.
V. Other Items
Pat Hoffman said that the City is buying properties on the east side of the lake as
properties become available. There are 27 parcels in the area between the boat ramp and
the dam; the City has purchased 4. The estimated value of the remaining parcels is 1 to
1.5 M dollars. The current Capital Improvement Plan (CIP) indicates a $2.5 M budget,
which includes improvements such as parking and utilities.
Discussion of a presentation to City Council followed. Jack Murphy indicated his feeling
was the City Council is looking for a broad brush plan with funding amounts and sources.

The committee decided to make the December meeting a"super meeting"to allow time to
work on a presentation. The committee agreed to 1:00—5:00 PM on December 10. The
purpose is to develop a consolidated final proposal.
Nic Brissette ave out a detailed watershed map. Lake Wichita has a small drainage area.

He has talked to some possible donors on the exploration drilling.
Tom Lang suggested we request an economic impact evaluation from an economist. It
was suggested the Lyndsay Greer, CVB, may be able to help with an economic impact
estimate.
Pat Hoffman will get with the Appraisal District for input on the possible impact on property
values and the tax base.
