Ord 54-89 8/15/1989 ORDINANCE NO. 54-89 ORDINANCE WAIVING SECTIONS 22-1(a) ( 2) , 22-1(a) ( 5) , 22-1(a) ( 8) , 22-1(a) ( 9) , 22-3 AND 22-4 OF THE CODE OF ORDINANCES FOR THE RED RIVER CHILI CHAMPIONSHIP IN JAYCEE PARK ON SEPTEMBER 7-10, 1989; DECLARING AN EMERGENCY. WHEREAS, the Wichita Falls Jaycees desire to host their Red River Chili Championship in Jaycee Park on September 7-10, 1989; and, WHEREAS, they have requested the following waivers of the Code of Ordinances for said event: - Section 22-1(a) ( 2) to allow the parking of vehicles on the grass in Jaycee Park; - Section 22-1(a) ( 5) to permit out-of-town entrants to sleep in trailers in Jaycee Park; - Section 22-1(a) ( 8) to allow the sale of goods and wares; - Section 22-1(a) ( 9) to allow the posting of advertising signs; - Section 22-3 to extend the park curfew until 1:00 a.m. on September 8; and - Section 22-4 to allow the sale, possession and consumption of beer from 5: 00 p.m until 7:00 p.m. on September 7, from 8: 00 p.m. until midnight on September 8, and during the cook-off on September 9; and, WHEREAS, the City Council finds the circumstances involved in these requests are exceptional, and that such waivers should be granted. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: Sections 22-1(a) ( 2) ; 22-1(a) ( 5) ; 22-1(a) ( 8) , 22-1(a) ( 9) ; 22-3 and 22-4 of the Code of Ordinances are hereby waived, granting permission to the Jaycees to allow the parking of vehicles on park grass; to permit overnight sleeping in trailers; to allow the sale of goods and wares; to post advertising signs; to extend the park curfew until 1:00 a.m. on September 8; and to allow the sale, possession, and consumption of beer from 5:00 p.m. until 7: 00 p.m. on September 7, from 8: 00 p.m. until midnight on September 8, and during the cook-off on September 9, for the Jaycees-sponsored Red River Chili Championship in Jaycee Park on September 7-10, 1989. As this ordinance would not ordinarily go into effect until after the dates of the Red River Chili Championship, this ordinance is declared to be an emergency measure and shall become effective immediately upon its passage.
