ORDINANCE WAIVING SECTION 22-1 (a) (2) , SECTION 22-1 (a) (9) AND SECTION
22-4 OF THE CODE OF ORDINANCES TO PERMIT VEHICLES UPON THE GRASS, THE
POSTING OF ADVERTISING SIGNS AND THE POSSESSION AND CONSUMPTION OF
BEER, IN JAYCEE PARK ON OCTOBER 13, 1990 FOR A RUNNING EVENT MANAGED
BY THE WICHITA FALLS RUNNERS CLUB.
WHEREAS, the Wichita Falls Runners Club has requested permission
to host a running event October 13, 1990 in Jaycee Park; and,
WHEREAS, the Club wishes to provide participants and spectators
entertainment and concession sales; and,
WHEREAS, the Club requires vehicles to drive upon the grass in
order to provide concessions; and,
WHEREAS, they wish to be able to post advertising signs and
possess and consume beer at their event; and,
WHEREAS, the purpose of the event will be to promote the
realization of a system of trails for the citizens of Wichita Falls;
and,
WHEREAS, any profits will be given to the City for trail
development; and,
WHEREAS, the City Council finds that the circumstances involved
in this request are exceptional , and that the waivers should be
granted.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:
Section 22-1 (a) (2) , Section 22-1 (a) (9) and Section 22-4 of the
Code of Ordinances are hereby waived to permit vehicles to drive upon
the grass, the posting of signs and the possession and consumption of
beer, and authorizing the temporary sale of beer, in Jaycee Park on
October 13, 1990 during an event managed by the Wichita Falls Runners
Club.
