We, the undersigned officers of the City Council of
said City, hereby certify as follows:
1. The City Council of said City convened in regular
meeting on the 19th day of January, 1993 , at the regular
designated meeting place, and the roll was called of the
duly constituted officers and members of said City Council,
to-wit:
Michael Lam, Mayor David Farabee
Paul Hughes, Mayor Pro-Tem Harold Hawkins
Wilma J. Thomas, City Clerk J. W. Martin
Angus Thompson Terry Loughry
and all of said persons were present, except the following
absentees: None, thus constituting a quorum. Whereupon,
among other business, the following was transacted at said
Meeting: a written
ORDINANCE CANVASSING ELECTION RETURNS
was duly introduced for the consideration of said City
Council and read in full. It was then duly moved and
seconded that said Ordinance be passed; and, after due
discussion, said motion, carrying with it the passage of
said Ordinance, prevailed and carried by the following vote:
AYES: All City Council members present
above voted "Aye. "
NOES: None.
2. That a true, full, and correct copy of the
aforesaid ordinance passed at the meeting described in the
above and foregoing paragraph is attached to and follows
this certificate; that said ordinance has been duly recorded
in said Board' s minutes of said meeting; that the above and
foregoing paragraph is a true, full and correct excerpt from
said Board' s minutes of said meeting pertaining to the
passage of said ordinance; that the persons named in the
above and foregoing paragraph are the duly chosen,
qualified, and acting officers and members of said City
Council as indicated therein; that each of the officers and
members of said City Council was duly and sufficiently
notified officially and personally, in advance, of the time,
place, and purpose of the aforesaid meeting, and that said
ordinance would be introduced and considered for passage at
said meeting, and each of said officers and members
consented, in advance, to the holding of said meeting for
such purpose; and, that said meeting was open to the public,
and public notice of the tire, place, and purpose of said
meeting was given, all as required by Vernon' s Ann. Civ. St.
Article 6252-17.

3 . That the ordinance has not been modified, amended
or repealed and is in full force and effect on and as of the
date hereof.

ORDINANCE NO. 2-93
A ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WICHITA FALLS CANVASSING ELECTION RETURNS; FINDING
AND DETERMINING THAT THE MEETING AT WHICH THIS
ORDINANCE WAS PASSED WAS OPEN TO THE PUBLIC AS
REQUIRED BY LAW.
WHEREAS, the City Council of the City of Wichita Falls
has heretofore called for an election to be held in said
City on January 16, 1993 , on the propositions hereinafter
stated; and
WHEREAS, said City Council has investigated all matters
pertaining to said election, including the ordering, giving
notice, officers, holding and making returns of said
election; and,
WHEREAS, the election officers who held said election
have duly made the returns of the result thereof, and said
returns have been duly delivered to said City Council; and
WHEREAS, it is hereby officially found and determined
that the meeting at which this ordinance was passed was open
to the public, and public notice of the time, place and
purpose of said meeting was given, all as required by
Vernon' s Ann. Civ. St. Article 6252-17, as amended.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF WICHITA FALLS, TEXAS:
SECTION 1. That the City Council officially finds and
determines that said election was duly ordered, that proper
notice of said election was duly given, that proper election
officers were duly appointed prior to said election, that
said election was duly held, that the City has compiled
with the Federal Voting Rights Act and Chapter 272 of the
Texas Election Code, that due returns of the result of said
election have been made and delivered, and that the City
Council has duly canvassed said returns, all in accordance
with law and the ordinance calling an election.
SECTION 2. That the City Council officially finds and
determines that the following votes were cast at said
election, on the submitted propositions by the resident,
qualified electors of said City, who voted at the election:
Proposition No. 1. Shall Section 10 of the City Charter be
amended so that the City Council shall
1317 For consist of a Mayor elected at-large, and
1948 Against six Counselors elected from single-
member districts?
Proposition No. 2. Shall Section 61 and Section 65 of the
City Charter be amended so as to provide
654 For that the Director of Finance, in
2616 Against addition to the City Attorney and City
Clerk, be appointed by the City Council?
Proposition No. 3 . Shall a new Section 12 to the City
Charter be provided, restricting council

SECTION 3 . That the City Council officially finds,
determines and declares the result of said election to be -'
that of the propositions so submitted, PROPOSITION NO. 1
failed; PROPOSITION NO. 2 failed; and PROPOSITION NO. 3
passed.
