ORDINANCE MAKING AN APPROPRIATION FROM EQUITY
ASSETS OF THE WATER AND SEWER FUND TO AN
APPROPRIATE OPERATING ACCOUNT FOR PURPOSES OF
PARTIALLY FUNDING A REGIONAL WASTEWATER
CONNECTION WITH SHEPPARD AIR FORCE BASE
WHEREAS, the City of Wichita Falls will construct a Regional
Wastewater Connection to allow sewage from Sheppard Air Force
Base to be received and treated at the River Road Wastewater
Treatment Plant;
WHEREAS, a major sanitary sewer line must be constructed to
connect Sheppard Air Force Base with the existing City collection
system to transport the sewage to the treatment plant;
WHEREAS, the sanitary sewer line will have capacity for the
SAFB flows and for City flows from undeveloped lands in the
drainage basin served by the sewer line;
WHEREAS, the estimated cost of the sewer line construction
and right-of-way acquisition is $1, 351, 800, and the City has a
contract with the Federal government whereby SAFB will pay a
fixed percentage of the construction cost resulting in a payment
to the City for this portion of the total project of
approximately $835, 000, leaving the City construction cost at
approximately $516, 800 ;
WHEREAS, additional City requirements for this project are
relocation of two gas lines at an approximate cost of $98 , 000 and
a 1096 bid contingency of about $145, 000 for an estimated total,
including City construction costs, of $759, 800 ;
WHEREAS, the Council allocated funds for this project in a
previous fiscal year, and the funds were not expended, accruing
to the equity assets of the Water and Sewer Fund; and,
WHEREAS, the City needs to establish financial operating
accounts for this project to allow normal expenditures to occur.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WICHITA FALLS, TEXAS, THAT:
There is hereby appropriated from the equity assets of the
Water and Sewer Fund an amount of $759, 800 . These amounts are
appropriated to operating accounts 81-707-4389 in the amount of
$4, 000 and 81-707-5322 in the amount of $755, 800 .
