A ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, APPROPRIATING
$30,000 IN FUNDING RECEIVED FROM THE TEXAS
DEPARTMENT OF PUBLIC SAFETY FOR THE EMERGENCY
MANAGEMENT ASSISTANCE PROGRAM; FINDING AND
DETERMINING THAT THE MEETING AT WHICH THIS
ORDINANCE WAS DISCUSSED WAS OPEN TO THE
PUBLIC AS REQUIRED BY LAW.
WHEREAS, the City of Wichita Falls has received approval of
funding from the Texas Department of Public Safety for an
Emergency Management Assistance Program; and,
WHEREAS, these funds are to be used for reimbursement of
eligible expenditures made during the period October 1, 1993,
1 through September 30, 1994; and,
WHEREAS, approval of these funds could not have been
anticipated prior to the adoption of the 1993-1994 annual budget.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WICHITA FALLS, TEXAS, THAT:
SECTION 1. There is hereby appropriated in Budget Unit
11-833, $30,000 in funding received from the Texas Department of
Public Safety for the Emergency Management Assistance Program.
SECTION 2 . It is hereby officially found and determined
that the meeting at which this ordinance was passed was open to
the public as required by law.

Assistance Program.
INITIATING DEPT: Personnel
COMMENTARY: The Texas Department of Public Safety has
allocated $30,000 to the City of Wichita Falls Emergency
Management Assistance Program, for a period effective October 1,
1994, through September 30, 1994.
These funds are to be used for reimbursement of eligible costs,
including the costs of required training, equipment, personnel,
travel and miscellaneous expenses, as outlined in the attached
letter from the Division of Emergency Management.
With Council approval, the attached ordinance will appropriate
the referenced $30,000 of federal funds for the Emergency
Management Assistance Program.

Dear Mr. Goodrich:
This is to advise you that $30,000.00 has been allocated as the federal share
for your participation in the Emergency Management Assistance (EMA) Program
during Fiscal Year 1994; October 1 , 1993 through September 30, 1994.
Your allocation is based on the following estimated eligible costs for which
federal funds are available:
FEDERAL SHARE
PERSONNEL 19,500.00
TRAVEL 500.00
OTHER 10,000.00
TOTAL $ 30,000.00
In many instances, the amount allocated may be less than the amount you need
due to the shortage in EMA funding. However, you should continue to report
all eligible expenditures on your quarterly claims. In the event additional
funding becomes available at the national level or surpluses develop within
the State, we will be in better position to utilize these funds.
Enclosed you will also find a copy of the staffing pattern which has been
approved for your participation in the EMA Program.

This is also to advise you that the State Travel Regulations have changed. The
new mileage allowance is twenty-eight cents (.28) per mile for use of personally-
owned vehicles. Those who travel in-state shall be reimbursed for the actual
cost of lodging not to exceed fifty-five ($55) dollars per day and meals not to
exceed twenty-five ($25) dollars per day. Please note that this applies only to
those jurisdictions that do not have their own travel regulations.
