Item 1 - Call To Order
The City Council of the City of Wichita Falls, Texas met in special session on the above date in
the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with the following
members present.

Mayor Barham called the meeting to order.

Item 3 - Comments From The Public To Members Of The City Council Concerning Items That
Are Not On the City Council Agenda.
Don Campagna, 2415 Lou Lane, discussed a concern he has about property rights. He
said he lost property by adverse possession and there is a court order that he cannot touch the
trees. Mayor Barham asked City Attorney Miles Risley to talk to Mr. Campagna.

Item 4 - Approval Of Minutes Of The September 3, 2013 Regular Meeting Of The Mayor And City
Council
Minutes of the September 3, 2013 City Council Meeting were approved as distributed.

Item 5 – Public Hearing on Proposed Property Tax Rate for the 2013-14 Fiscal Year
A public hearing was opened at 8:36 a.m. to accept comments on the proposed property tax rate
for the 2013-2014 fiscal year.
Assistant City Manager Jim Dockery gave a brief overview of the proposed tax rate, noting the
proposed rate of $63.526/$100 valuation does not change but the tax revenue would increase because
of growth in valuation.
Marion Stade, 4801 Greenbriar Road, thanked Councilor Smith for his stance on protecting trees.
She also complimented the city on the architecture of the new travel center. She expressed concerns
that the city does not reduce expenditures. Ms. Stake said she has not seen where the council or staff
has cut back. Discussion about areas where the city has cut back, state and federal mandates, and
provisions of critical services was held. It was noted the city’s budget has been very austere for five
years. The need for the city to move forward instead of backwards to attract more businesses and
growth was brought up. Mayor Barham said the city may not be doing a good job in putting out the word
that the budget has been trimmed.
Jean Hall, 4112 Kingsbury Drive, asked the councilors not to vote for any tax increase. She
asked them to be fiscally responsible in spending. She said she was representing 56 other citizens and
submitted a list of names of people who had signed her petition (attached to these minutes).
Michael Latham, 2200 Cooke Lane, apologized for the abuse the councilmembers get. He said
the tax rate is not high enough and the city is not doing a good job of planning. The city is reacting and
is falling behind. He said there is a need to spend money to get business to come in and that the
employees need a pay raise. He thanked Bob Sullivan for bringing people into Wichita Falls. Councilor
Ward commended Mr. Latham and agreed we need to make Wichita Falls a place where people come.
There were no further comments given. The public hearing was closed at 9:25 a.m.

Item 7 - Executive Session
City Council went into Executive Session at 9:40 a.m. in accordance with Texas Government
Code §551.074 to deliberate the appointment, employment, evaluation, reassignment, duties,
discipline, dismissal of a public officer or employee (including, but not limited to, City Manager,
City Attorney, Judge of the Municipal Court, and City Clerk)
City Council reconvened at 11:39 a.m.
The Mayor announced that no polls or votes were taken during Executive Session.

Rodney Brumbelow Wichita Falls,TX 2013-WOB Citizens cannot demand a pay raise when because the want to spend more
money. Citizens must live within their means.If something happens to reduce
their discretionary monies,the must find places to cut. Just like they will if the
city demands a pay raise(tax increase).The city leaders should live on what is
available and cut as many services as is necessary to pay for whatever it is
they want these new monies for.

falls are going to be. We just approved a lot of money to build a new slide at
the water park,when we are in a drought condition.Wake up

The first response of govt.is not to tighten budgets,but to raise taxes or spend
money that isn't there.The worst part is that there is so much waste and fraud.
