Ord 64-2013 11/19/2013ORDINANCE NO. 64-2013 Ordinance Amending Sections 62-36 And 62-39 Of The Code Of Ordinances Of The City Of Wichita Falls, Relating To Composition Of The Landmark Commission; And Providing For Codification WHEREAS, the City Council recognizes the importance of maintaining a historic preservation commission which is representative of various groups and individuals in the City with an interest in preserving the community’s heritage, but also desires to ensure that members thereof are productively employed in the pursuit of effective decision-making; and WHEREAS, the City Council desires to remove the non-voting members of the Landmark Commission to ensure the time of each member is productive during periods of presence thereat. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: 1. Section 62-36 of the Code of Ordinances of the City of Wichita Falls is amended to read as follows (with added text denoted as underlined and deleted text denoted as strike through): Sec. 62-36. – Created; composition; qualifications; compensation. a) There is created a landmark commission composed of nine members, each of whom shall be a city resident, appointed by the city council. b) Of the 9 members, one shall be a licensed real estate broker or appraiser, one shall be a member of the planning and zoning commission, one shall be a member of the Wichita County Heritage Society, one shall be a member of a primarily residential historic district one shall be a member of a historic district who shall either own property or reside in the within a district and one shall be a member of a primarily commercial historic district who shall either own property or reside within the district, two shall be licensed or have expertise in the field of architecture, and three two shall be members at-large. In the event that a member from a category noted above is unable to serve on the commission, city council may appoint an additional member at-large. The preservation district liaison from each district shall be considered a non-voting member of the commission. c) All members should have knowledge and experience in one of the following categories: architectural, economic, cultural, archaeological, or historical development of the city which prepares them for carrying out their duties on the commission, and they shall serve without compensation. 2. Subsection (6)c. of Section 62-39 of the Code of Ordinances of the City of Wichita Falls is amended to read as follows (with added text denoted as underlined and deleted text denoted as strike through): c. District design review committee volunteers shall assist the city appointed preservation district liaison historic district representative (either primarily residential or commercial) for a specific historic district regarding both administrative review for minor design review applications and assistance for major design alterations. 3. The City Council intends the provisions of this ordinance to become a part of the Code of Ordinances of the City of Wichita Falls, and sections of this ordinance may be renumbered or relettered to accomplish such intention.
