Ord 142-95 12/5/1995WHEREAS, improvements County, and ORDINANCE NO. ORDINANCE ESTABLISHING A COMMISSION ON HIGHWAY TRANSPORTATION SYSTEM NEEDS there is a need to promote and facilitate to the highway transportation system within Wichita WHEREAS, the interest of all citizens would be best served by the creation of a Commission on Highway Transportation Needs to address the needs of the City of Wichita Falls and Wichita County with regard to highway transportation, NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: Section 1. Creation There is hereby established a Commission on Highway Transportation Needs which shall address the needs, problems, and priorities of highway transportation issues in Wichita County. The Commission shall consist of eleven (11) members. Section 2. Representation of Members Five members of the Commission will represent the City of Wichita Falls and shall be appointed by the City Council to serve without compensation. These five members shall be residents of the City of Wichita Falls. Five members of the Commission will represent the County of Wichita and shall be appointed by the Commissioners Court and serve without compensation. These five members shall be residents of Wichita County. The Chairperson will jointly represent the City of Wichita Falls and Wichita County and shall be jointly appointed by these entities, and serve without compensation. This member shall be a resident of Wichita County. Section 3. Terms of Office Initially, three City representatives and three County representatives shall be appointed for a term of one (1) year expiring December 31, 1996 and the remaining members shall be appointed for a term of two (2) years expiring December 31, 1997. Thereafter, each member of the Commission shall be appointed for a term of two (2) years expiring December 31 or until a successor is named. Appointments to fill any vacancy on the Commission shall be made by the entity represented and that member shall serve for the remainder of the unexpired term of office. When Ji any member of the Commission fails to attend three (3) consecutive meetings, the chairperson shall certify the same to the entity represented by that member. Such member shall then be deemed to have been removed and a vacancy created. No member shall serve on the Commission more than three (3) consecutive terms. Section 4 Organization of the Commission Six (6) members of the Commission shall constitute a quorum. The Commission shall meet at least four (4) times during a calendar year. The Chairperson may call meetings of the Commission at any time by written notice to the members. Minutes of the meetings shall be maintained and shall be regularly sent to the City Council and Commissioners Court. All meetings shall be public. Section 5. Duties and Powers of the Commission The Commission shall have the following duties, functions, powers and responsibilities: (a) To serve in an advisory capacity to the City Council and Commissioners Court on matters pertaining to the highway transportation system within the city and county, (b) To promote and facilitate the highway transportation system within the city and county, (c) To coordinate with the Texas Department of Transportation and other appropriate entities on the highway transportation system needs within the city and county, (d) To provide information seek cooperation in improving the within the city and county.
