AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WICHITA
FALLS, TEXAS, AMENDING CHAPTER 29, ARTICLE VIII, DIVISION 2
"TRAFFIC SAFETY COMMISSION" OF THE WICHITA FALLS CODE
OF ORDINANCES BY CHANGING THE MEMBERSHIP NUMBERS OF
THE COMMISSION; REWORDING SOME OF THE LANGUAGE OF THE
ORDINANCE TO REFLECT APPROPRIATE DEPARTMENTS AND
RESPONSIBILITIES /DUTIES OF THE TRAFFIC SAFETY
COMMISSION; REPEALING ALL ORDINANCES AND PROVISIONS IN
CONFLICT HEREWITH; PROVIDING FOR SEVERABILITY AND
SAVING CLAUSE; PROVIDING FOR PUBLICATION; PROVIDING FOR
AN EFFECTIVE DATE; AND FINDING AND DETERMINING THAT
THE MEETING AT WHICH THIS ORDINANCE WAS PASSED WAS
OPEN TO THE PUBLIC AS REQUIRED BY LAW.
WHEREAS, the Wichita Falls Traffic Safety Commission helps provide for a more
efficient and effective way to improve traffic regulations and traffic safety in the City; and,
WHEREAS, the Wichita Falls Traffic Safety Commission finds it necessary to revise
some of their operational provisions to insure that the meetings held by the Traffic Safety
Commission are more effective.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WICHITA FALLS, TEXAS:
SECTION 1. Chapter 29 of Article VII, Division 2 of the Wichita Falls Code of
Ordinances is hereby amended to read as follows:
"Sec. 29 -197. Established.
There is hereby established a traffic sa fety
commission which shall be comprised of thirteen (13) members who shall be appointed by

Sec. 29 -198. Membership qualifications.
. The six citizen appointees of the
Commission must be citizens of the City of Wichita Falls. In appointing the members, the
City Council shall attempt to appoint persons who meet the following qualifications:
(1) One (1) person who represents the City Traffic Engineering Division.
(2) The Peliee Safety Offi A representative of the Traffic Division of
the Wichita Falls Police Department.
(3) The Wichita Falls Independent School District School Safety Officer.
(4) One (1) person who represents the Stale Texas Department of
Transportation.

(5) One (1) person who represents the Texas Department of Public Safety,

(8) Six (6) citizens of the City who are interested in tni fic sgf'ety; One (1)
shall be appointed from the City at- large, and one (1) shall be
appointed from each of the Council districts, with consideration given
to the following fields of expertise: legal, insurance industry, and
transportation industry.
Sec. 29 -199. Terms of office.
The six citizen appointees of the Wichita Falls Traffic Safety Commission fneffi efs of
shall serve for terms of three (3) years, and each shall serve
until his successor is appointed. All terms shall expire on December 31. The terms shall be

person shall serve more than two (2) full terms, except after a one -year break in service.
Sec. 29 -200. Officers.
The commission shall elect a chairman and vice- chairman from among its
members. The treasurer / aad-th secretary for the commission shall be the appointee from the
Municipal Court. .
Sec. 29 -201. Meetings.
Meetings of the tra€€ie-sa€ety commission shall be held on the first Wednesday of each
month, except July, —aad December, and special meetings which shall be held at the
discretion of the chairman. Seven (7) Nines members shall constitute a quorum to conduct
business, and all official action will require a majority vote of the members present.
Sec. 29 -202. Committees.
The chairman shall appoint, from among the commission members,
members to the following committees:
(1) Traffic safety education committee.
(2) Recognition and awards committee.
(3) Finance committee.
(4) Public relations committee.
(5) Nominating committee.
Sec. 29 -203. Purposes. The purposes of the traffic safety commission are:
(1) To provide assistance in the development of deyelep ordinances for controlling
traffic safety, for consideration by the city council.
(2) To promote traffic safety through education, coordination, recognition and
awards.
Sec. 29 -204. Powers and duties generally.
(la) It shall be the duty of the tnAe -sa€ y commission to review and advise upon

(2b) It shall report and recommend to the city council appropriations and
expenditures of the trgffic safety commission funds.
(3e) It may-shf& recommend ordinances enhancing eentfelling traffic safety.
(4d) It may conduct hearings and subpoena witnesses request witnesses be

(Se) It may make investigations that, in the opinion of the members, would solve
traffic problems, including increased traffic flow and safety.
(6f) Proposals by the traffic engineering division of the city may shaft be subject to

council.
(7g) It may require the attendance at any commission meeting by any city employee
or official for consultation and /or advice.

(91) It may provide training for city residents and /or violators of the traffic laws in
traffic safety."
SECTION 2. Should any section, paragraph, sentence, clause, phrase or word of this
ordinance be declared unconstitutional or invalid for any purpose, the remainder of this
ordinance shall not be affected thereby.
SECTION 3. This ordinance shall take effect immediately from and after its
publication in accordance with the provisions of the City Charter of the City of Wichita Falls,
and it is accordingly so ordained.
SECTION 4. It is hereby found and determined that the meeting at which this
ordained was passed was open to the public as required by law.
