SURVEY ABSTRACT 30 ON PETITION OF THE LAND OWNER; FINDING
AND DETERMINING THAT THE MEETING THAT THIS ORDINANCE WAS
PASSED WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW.
WHEREAS, O. F. Land Inc. is the owner of 31.76 acres of land contiguous to the City Limits of
Wichita Falls and has requested annexation into the City of Wichita Falls; and,
WHEREAS, a service plan for municipal services has been prepared and made available for the two
required public hearings as required under Chapter 43.025 of the Texas Local Government Code.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS,
TEXAS:
SECTION 1. The tract of land described in Attachment A (service plan) is hereby annexed and
included into the corporate limits of Wichita Falls, Texas, under the terms and conditions stated in the
service plan, as required under Chapter 43.056 of the Texas Local Government Code, and which may be
amended following procedures established therein.
SECTION 2. It is hereby officially found and determined that the meeting at which this Ordinance was
passed was open to the public as required by law.

ANNEXATION SERVICE PLAN
For An Area Generally Bounded By:
U.S. Hwy. 277, F.M. 369 and Existing City Limits
December 1996
INTRODUCTION
Pursuant to Chapter 43 of the Texas Local Government Code, the City of Wichita Falls has prepared this
Service Plan for the delivery of municipal services to this territory which is proposed to be annexed to the
City. This area of land is shown by a map herein labeled Exhibit A, and further described by field notes in
Exhibit B. The area proposed to be annexed contains approximately 31 acres. This area is part of a 55 acre
tract proposed for development.
The owners of the property, and developers have requested this annexation.
SERVICES TO BE PROVIDED WITHIN 60 DAYS OF ANNEXATION
Police
This area will be served using the same standards for responses, and the same investigative services as
available to other areas of the City.
Fire
1. Response times to the area will be within acceptable parameters.
2. Fire protection and suppression personnel and equipment from the Wichita Falls Fire Department
will be provided using existing personnel and equipment. The services of the City of Wichita Falls
Fire Marshall shall also be available. Refer to Public Works - Water for capacity of water supply.
Parks
1. Open park areas for picnicking will be available to all residents of the annexed area on the same basis
as residents presently residing within the City Limits.
2. Services provided will be identical to those provided to persons living in other areas of the City.
Librga
Library services identical to those services to persons living in other areas of the City will be provided to the
annexation area.
Public Works - Solid Waste Collection
1. The City will extend collection service routing. The collection of solid waste from the individual
properties and containers shall be made in accordance with usual department scheduling, rates and
processes.
2. Commercial refuse collection services will be provided to any business located in the annexed area
under the same rate, procedures and regulations as presently provided for any business customer
within the City, upon request.
3. The use of the City's sanitary collection facilities and transfer station(s) will be available to all
residents of the newly annexed area, and on the same basis as those residents living within the City
Limits. The cost of providing the service will match the revenue produced for a zero impact cost.
Public Works - Streets and Roads
The streets adjacent to this subdivision are maintained by the State and no impact on cost or expenditures is
anticipated.
' . Public Works - Waste Water Facilities
Sanitary sewers will be extended by the developer at the developer's cost to serve the area. All sanitary
sewers are to be designed by the developer, approved by the City, and constructed by the Developer under
City inspection. As all construction costs will be borne by the Developer, the revenue produced will match
the anticipated operational costs for a zero impact on revenue and expenditures. As detailed information
becomes available regarding anticipated development on the site, we will need to review our downstream lift
station pumping capacity carefully to examine any potential impact. Once approved all sanitary sewers will
be maintained by the City as per City ordinance.
Public Works - Water
The area in question is in the Wichita Valley Water supply Corporation's Certificate of Convenience and
Necessity. Consequently, the City of Wichita Falls will not provide water extensions into the area. Capacity
for fire suppression water service should be examined very carefully in view of limited storage capacity
available from the Wichita Valley Water Supply Corporation.
Public Works - Engineering Services
Engineering services, including the review of development plans, issuance of permits as required in the
development phase, and the inspection of the installation of water and sanitary sewer mains, storm sewers,
and the paving of streets and alleys, will be provided immediately by public works personnel.
Planning and Zoning. Services
Planning and zoning services will be provided immediately upon annexation. In addition to the
protection of property values through the enforcement of zoning and subdivision regulation, other
services including the processing of applications for zoning change and site plan review will be
provided by existing City staff.
2. All properties annexed into the City will be annexed according to existing land use patterns, trends
and projections. Future rezoning of properties will be handled in accordance with existing City
procedures. Existing use of properties in conflict with permitted uses of zoning districts shall be
deemed nonconforming, and shall continue to operate in accordance with Section 6100 of the Zoning
Ordinance.

Building Inspection Services
Inspection services, including the review of building plans, the issuance of permits and the inspection of all
buildings, plumbing, mechanical, and electrical work to ensure compliance with City codes and ordinances,
will be provided by Building Inspection personnel.
Traffic Services
Installation of needed or necessary traffic signs, including street name, warning and regulatory signs, will be
installed and maintained by existing personnel according to established procedures and priorities. Traffic
counts and other related studies will be conducted as warranted, using the same procedures and guidelines as
practiced within the City.
Environmental Health and Code Enforcement Services
1. Complaints of ordinance violations or other code violations within the area will be answered and
investigated by existing personnel.
2. Animal control services will be provided to those areas within the annexed area using existing
personnel and equipment.
3. Vector control services will be provided to those areas within the annexed area using existing
personnel and equipment.
Miscellaneous Services
General municipal administration and administrative services of the City will be available to the annexed
area beginning with the effective date of the annexation ordinance.

Beginning at an ell corner in the west city limit line of Wichita Falls described in Tract 1 in city
Ordinance No. 1869, said beginning point being 660 feet Northwesterly from the center line of U.S
Highway 82 -277, measured at right angles thereto, and 660 feet westerly from the center line of
Arena Road (formerly F.M. Highway 369);
THENCE parallel to the original center line of U.S. Highway 82 -277, S 66 °02' W - 1679.5 feet to
point in the West line of a 55 acre tract;
THENCE with the West line of said 55 acres, N 23 057' W at 123.1 feet pass an iron rod and
continuing on the same course in all 364.1 feet to the center line of Call Field Canal;
THENCE Northeasterly with a curve to the left having a radius of 287.9 feet from a distance of
