We, the undersigned officers of the City Council of
said City, hereby certify as follows:
1. The City Council of said City convened in REGULAR
MEETING ON THE 21ST DAY OF JANUARY, 1997 at the regular
designated meeting place, and the roll was called of the
duly constituted officers and members of said City Council,
to wit:
Kay Yeager, Mayor Dan Shine
Angus Thompson, Mayor Pro -Tem Bill Daniel
Lydia V. Torres, City Clerk J.W. Martin
Don Johnston Harold Hawkins
and all of said persons were present, except the following
absentees: None, thus constituting a quorum. Whereupon,
among other business the following was transacted at said
Meeting: a written
ORDINANCE CANVASSING ELECTION RETURNS
was duly introduced for the consideration of said City
Council and read in full, It was then duly moved and
seconded that said Ordinance be passed; and, after due
discussion, said motion, carrying with it the passage of
said Ordinance, prevailed and carried by the following vote:
AYES: All City Council members present above voted
"Aye ".
NAYS: None
2. That a true, full, and correct copy of the
aforesaid Ordinance passed at the Meeting described in the
above and foregoing paragraph is attached to and follows
this Certificate; that said Ordinance has been duly recorded
in said Board's minutes of said Meeting; that the above and
foregoing paragraph is a true, full, and correct excerpt
from said Board's minutes of said Meeting pertaining to the
passage of said Ordinance; that the persons named in the
above and foregoing paragraph are the duly chosen,
qualified, and acting officers and members of said City
Council as indicated therein; that each of the officers and
members of said City Council was duly and sufficiently
notified officially and personally, in advance, of the time,
place, and purpose of the aforesaid Meeting, and that said
Ordinance would be introduced and considered for passage at
said Meeting, and each of said officers and members
consented, in advance, to the holding of said Meeting for
such purpose; and that said Meeting was open to the public
and public notice of the time, place,, and purpose of said
Meeting was given all as required by Vernon's Ann. Civ. St.
Article 6252 -17.
3.That the Ordinance has not been modified, amended or
repealed and is in full force and effect on and as of the
date hereof.

ORDINANCE CANVASSING THE ELECTION RETURNS OF THE
SPECIAL MUNICIPAL ELECTION HELD IN THE CITY OF WICHITA
FALLS, TEXAS, ON JANUARY 18,1997
WHEREAS, the City Council of the City of Wichita Falls has heretofore
called for a special election to be held in said City on January 18, 1997 on the
PROPOSITIONS hereinafter stated; and
WHEREAS, said City Council has investigated all matters pertaining to
said election, including the ordering, giving notice, officers, holding and making
returns of said election; and
WHEREAS, the election officers who held said election have duly made the
returns of the result thereof, and said returns have been duly delivered to said
City Council.
WHEREAS, it is hereby officially found and determined that the meeting at
which this Ordinance was passed was open to the public, and public notice of
the time, place and purpose of said meeting was given, all as required by
Vernon's Ann. Civ. St. Article 6252 -17, as amended.
WHEREAS, after canvassing the returns of said election, it was found to be
duly and legally held in all respects, and that 11,007 voters voted in said
election, and that votes were cast as follows:
PROPOSITION NO. 1:
The adoption of a sales and use tax for the promotion and development of
new and expanded business enterprises at a rate of one -fourth of one
percent, and the adoption of an additional sales and use tax within the City
at a rate of one -half of one percent, to be used to reduce the property tax
rate.

PROPOSITION NO. 2:
The adoption of a Section 4B sales and use tax at a rate of one -fourth of
one percent to undertake projects as described in Section 413 of Article
5190.6, V.A.C.S., including but not limited to projects for a library, a police
and fire training center, fire station consolidation and equipment, police
and fire radio dispatch modernization, public park improvements, streets
and roads, drainage and related improvements, and the maintenance and
operations expenses for any project authorized by Section 4B of Article
5190.6, V.A.C.S.

THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:
SECTION 1: Said election was in all respects legally held in accordance
with the laws of the State of Texas and the Charter and the Ordinances of the
City of Wichita Falls.
SECTION 2: The City Council officially finds, determines and declares the
results of said election to be that PROPOSITION NO. 1 so submitted has received
a favorableM#xMxQKMM* majority vote in all respects and hasE carried;
and that PROPOSITION NO.2 so submitted has received a favorable /orMwA(
majority vote in all respects and has / mot- carried.
SECTION 3: It is hereby officially found and determined that the meeting at
which this Ordinance was passed was open to the public as required by law.
