Ord 015-97 2/4/1997ORDINANCE NO. ORDINANCE MAKING AN APPROPRIATION FROM THE WATER AND SEWER FUND TO THE 1996/97 BUDGET FOR THE PURPOSE OF TEMPORARILY FUNDING WORK ON THE SANITARY SEWER SYSTEM IN PHASE II UNDER THE EPA ADMINISTRATIVE ORDER WHEREAS, the City of Wichita Falls is required by an EPA Administrative Order to accomplish certain improvements in the sanitary sewer system, said improvements being divided into several phases of work; WHEREAS, the City applied for and received a low- interest loan of $11,420,000 for the first phase of the work; WHEREAS, it was originally intended for a loan application to be submitted for the second phase of the work in the amount of approximately $2.95 million; WHEREAS, the cost of work in Phase I has been less than anticipated, and we expect to have about $1.7 million remaining after the completion of Phase I, and these monies can be applied to the Phase II work; WHEREAS, the estimate for the work in Phase II is somewhat less than originally estimated, and the amount of funding required in Phase II beyond the $1.7 million available from Phase I is approximately $1.0 million; WHEREAS, the Staff does not believe it is cost effective to apply for a loan from the State Revolving Fund for Phase II in the amount of $1.0 million and proposes to temporarily fund the $1.0 million deficit from the Water and Sewer Fund equity and to reimburse the equity account from the low - interest loan for Phase III; and, WHEREAS, on this basis, Staff has requested Council to appropriate $1.0 million to an operating account to allow the work in Phase II to proceed. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: There is hereby appropriated from the Water and Sewer Fund to the 1996/97 Budget Account No. 81- 708 -5290 an amount of $1.0 million to be used for the Phase II sanitary sewer construction cost and the attendant engineering and contingency costs, said $1.0 million to be included in a loan request for Phase III to reimburse the Water and Sewer Fund.
