ORDINANCE EXPRESSING INTENT TO MANAGE THE
OPERATION OF WEEKS PARK GOLF COURSE AS AN
ENTERPRISE FUND AND ESTABLISHING THE
MANAGEMENT STRUCTURE FOR SUCH OPERATIONS
WHEREAS, the City began interim operations and management of Weeks Park Golf
Course in January 1997 after termination of a management agreement with Evergreen
Alliance Golf Limited, and
WHEREAS, since that time the City management staff and a Committee of the City
Council have reviewed the financial and operational performance of the golf course, and
WHEREAS, based upon that performance it is the City's intent to continue to operate
and manage the golf course as an enterprise fund of the City, and
WHEREAS, it is the intent of the City to hire full time personnel to operate the golf
course who will directly report to and be accountable to the City Manager, and
WHEREAS, it is the City Council's intent to allow the City management the flexibility
to establish the policies, procedures and fees for operating the course as market and
operating conditions dictate, and
WHEREAS, the budget for operating the enterprise fund will be submitted to the City
Council on an annual basis as part of the City's annual budget process.
NOW, THEREFORE, be it ordained by the City Council of the City of Wichita Falls,
Texas, that:
The City of Wichita Falls hereby expresses its intent to operate the day to day
operations of Weeks Park Golf Course as an enterprise fund of the City. Be it further
ordained that the operating manager of the golf course will report and be directly
accountable to the City Manager and the policies, procedures and fees for operating the golf
course shall be established by the City Management as market and operating conditions
dictate with the annual budget for the enterprise fund approved by the City Council as part of
the City's annual budget process.
