ORDINANCE MAKING AN APPROPRIATION FROM THE WATER AND
SEWER FUND TO APPROPRIATE OPERATING ACCOUNTS FOR
EXPENDITURES TO INSTALL NEW WATER MAINS AND FIRE
HYDRANTS IN NEWLY ANNEXED AREAS
WHEREAS, the City of Wichita Falls recently annexed two areas commonly
known as the Kovarik Road area and the Kiel Road area;
WHEREAS, the annexation plan for the Kovarik Road area included the
installation of a new water distribution system;
WHEREAS, upon annexation the City became responsible for the fire protection
of the citizens in the newly annexed areas;
WHEREAS, the City undertook to install quickly a major water line and a series
of fire hydrants throughout the Kovarik Road area and several fire hydrants in the Kiel
Road area to improve the capability of the Wichita Falls Fire Department to provide fire
protection to our citizens;
WHEREAS, the expenditures for this project were not included in the budget of
the Public Works Department; and
WHEREAS, Council desires to appropriate sufficient funds from the equity of the
Water and Sewer Fund to reimburse the operating budget of the Public Works
Department for the expenditures on this project.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
There is hereby appropriated from the equity of the Water and Sewer Fund an
amount of $189,600 for the purposes stated. These amounts are appropriated to the
following operating accounts in the amounts shown:

550 - 8145 -77220 $91,100.00
The immediate need to continue the normal operation of the business of the City
creates an emergency, and in order to protect the public health, welfare and to preserve
the peace, this ordinance shall take effect immediately, and it is so ordained.
