AN ORDINANCE WAIVING MOWING LIENS, INTEREST, AND
ATTORNEY FEES ON 15 VACANT LOTS IN THE NELSON STONE
ADDITION; FINDING AND DETERMINING THAT THE MEETING AT
WHICH THIS ORDINANCE WAS PASSED WAS OPEN TO THE PUBLIC
AS REQUIRED BY LAW.
WHEREAS, one hundred ten mowing liens have been filed on fifteen vacant lots
in the Nelson Stone Addition over a twelve year period since the prior owner was
unable to maintain the properties; and
WHEREAS, certain parties have expressed interest in constructing moderately -
priced homes on the vacant lots which would be an improvement to the subdivision;
and
WHEREAS, the amount of the labor liens would make this project cost
prohibitive.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
SECTION 1. The mowing liens filed against the following described real property
by the City of Wichita Falls shall be waived upon the issuance of a building permit or
certificate of occupancy at the discretion of the City Manager in consultation with the
City Attorney:

Lot 98, Block 1, Nelson Stone Addition
a /k/a 2107 Richmond Drive
Lot 69, Block 1, Nelson Stone Addition

SECTION 2. The waiver of liens on the above described lots shall be effective
for these properties receiving a certificate of occupancy on or before December 31,
2000.
SECTION 3. It is hereby officially found and determined that the meeting at
which this ordinance was passed was open to the public as required by law.
