Ord 015-99 3/2/1999ORDINANCE NO. cjCj- ORDINANCE AMENDING CHAPTER 15Y2, FLOOD DAMAGE PREVENTION, TO REQUIRE A FINISHED FLOOR ELEVATION OF ONE FOOT ABOVE THE BASE FLOOD ELEVATION; DETERMINING THAT THE MEETING AT WHICH THIS ORDINANCE WAS PASSED WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW. WHEREAS, the City Council has found that repetitive losses to properties from the effects of building within floodplains causes increases in property insurance and increased taxpayer burden from mitigation efforts to reduce such damage which does not serve public purpose; and, WHEREAS, the City Council is considering reasonable methods to reduce flood damage and repetitive losses from flooding; and, WHEREAS, the City Council has determined that requiring a higher finished floor elevation for properties within the floodplain best serves the public interest. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: SECTION 1. Section 15Y2 -60 (1) is amended in its entirety as follows: Residential construction. New construction and substantial improvement of any residential structure shall have the lowest floor (including basement) elevated one foot or more above the base flood elevation. A registered professional engineer or architect shall develop and /or review structural design, specifications, and plans for the construction, and shall certify that the design and methods of construction are in accordance with accepted standards of practice as outlined in this subsection. A record of such certification, which includes the specific elevation (in relation to mean sea level) to which such structures are flood proofed, shall be maintained by the floodplain administrator. SECTION 4. Section 15Y2 -60 (4) (c) 1. is amended in its entirety as follows: The lowest floor of the manufactured home is one foot or above the base flood elevation; or SECTION 5. Section 15Y2 -62 (1) is amended in its entirety as follows: All new construction and substantial improvements of residential structures have the lowest floor (including basement) elevated above the highest adjacent grade at least one foot above the depth number specified in feet on the community's FIRM (at least two (2) feet if no depth number is specified).
