ORDINANCE WAIVING SEC. 22- 1(A)(3) AND SEC. 22- 1(A)(9) OF THE
CODE OF ORDINANCES TO PERMIT VEHICLES ON THE GRASS AND
POSTING OF SIGNS, FOR LARRY BRUMBELOW DURING AN EVENT
TO BE HELD APRIL 24, 1999 IN LUCY PARK; DETERMINING THAT
THE MEETING AT WHICH THIS ORDINANCE WAS PASSED WAS
OPEN TO THE PUBLIC AS REQUIRED BY LAW.
WHEREAS, Larry Brumbelow wishes to hold an event in Lucy Park on April 24,
1999 for the purpose of raising money to give toward the relief of refugees in the
Yugoslavia /Albania conflict; and
WHEREAS, in order to make the effort more successful, Mr. Brumbelow has
requested waiver of the ordinance prohibiting the driving of vehicles on the grass, and
the posting signs; and
WHEREAS, the circumstances in this request are unusual.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
SECTION 1. Sec.22- 1(a)(3) and Sec. 22- 1(a)(9) of the Code of Ordinances are
hereby waived for Larry Brumbelow during an event on April 24, 1999 in Lucy Park.
SECTION 2. Waiver of Sec. 22- 1(a)(3) and Sec. 22- 1(a)(9) is contingent upon
Mr. Brumbelow furnishing to the City Clerk evidence of liability insurance in the amount
of $300,000 and a commitment to the City of Wichita Falls for cleanup of the park
grounds as a result of the event to be held on April 24, 1999.
SECTION 3. It is hereby officially found and determined that the meeting at
which this ordinance was passed was open to the public as required by law.
