ORDINANCE MAKING AN APPROPRIATION FROM THE WATER AND
SEWER FUND TO VARIOUS OPERATING ACCOUNTS FOR
EXPENDITURES TO DISPOSE EXTRAORDINARY WATER
TREATMENT SLUDGE; DETERMINING THAT THE MEETING AT
WHICH THIS ORDINANCE WAS PASSED WAS OPEN TO THE PUBLIC
AS REQUIRED BY LAW.
WHEREAS, the City of Wichita Falls experienced a hot, dry summer in 1998;
WHEREAS, this dry summer increased the demand for water; and
WHEREAS, this record demand (10,000,000,000 gallons) produced large
amounts of water treatment sludge that we must dispose; and
WHEREAS, the disposal cost was $499,575 and only $108,500 was budgeted,
leaving a shortfall of $391,075; and
WHEREAS, Council desires to appropriate sufficient funds from the equity of the
Water and Sewer Fund to amend the operating budget of the Public Works Department
for the expenditures on this project.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
SECTION 1. There is hereby appropriated from the equity of the Water and
Sewer Fund an amount of $615,000 for the purposes stated. These amounts are
appropriated to the following operating accounts in the amounts shown:

The immediate need to continue the normal operation of the business of the City
creates an emergency, and in order to protect the public health, welfare and to preserve
the peace, this ordinance shall take effect immediately, and it so ordained.
SECTION 2. It is hereby officially found and determined that the meeting at
which this ordinance was passed was open to the public as required by law.
