Ord 093-99 9/21/1999ORDINANCE NO. �)--Cf6j ORDINANCE ADOPTING THE ANNUAL BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1999 AND ENDING SEPTEMBER 30, 2000, AND APPROVING REVISIONS TO THE 1998 -99 BUDGET; DETERMINING THAT THE MEETING AT WHICH THIS ORDINANCE WAS PASSED WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: SECTION 1. The budget estimate of the revenues and expenses for conducting the affairs of the City of Wichita Falls for the ensuing year, beginning October 1, 1999, and ending September 30, 2000, as submitted to the City Council by the City Manager with amendments as outlined by the attachment to this Ordinance, is hereby adopted and approved as the budget estimate of all revenues, expenses as well as the fixed charges against said City for the fiscal year beginning the 1 st day of October, 1999, and ending the 30th day of September, 2000. SECTION 2. Appropriations are hereby made for such revenues, expenses and charges for the fiscal year beginning October 1, 1999, and ending September 30, 2000, and such appropriations are to be set up in accounts as submitted to the City Council with amendments as outlined by the attachment to this Ordinance. Operational control of the budget shall be exercised at the class total level within each Fund, Department, and Budget Unit. SECTION 3. The City Manager is authorized to make transfers between items appropriated to the same office, department or division, where not in contravention of the Constitution and laws of this State or of the City Charter. SECTION 4. The projects, programs and benefits which are included in this budget and for which appropriations are herein made are hereby approved. SECTION 5. The budget estimate of the revenues and expenses for conducting the affairs of the City of Wichita Falls for the remainder of the fiscal year beginning October 1, 1998, and ending September 30, 1999, as submitted to the City Council by the City Manager, are hereby adopted and approved as the revised budget estimate of all current revenues and expenses as well as fixed charges against said City, and appropriations are hereby made for such revenues, expenses and charges in accounts as submitted to the City Council. SECTION 6. The immediate need to continue the normal operation of the business of the City creates an emergency, and in order to protect the public health, welfare and to preserve the peace, this ordinance shall take effect immediately, and it is so ordained. SECTION 7. It is hereby officially found and determined that the meeting at which this ordinance was passed was open to the public as required by law.
