ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WICHITA
FALLS, TEXAS, RATIONING THE USE OF OUTSIDE WATER WITHIN
THE CITY OF WICHITA FALLS; PROVIDING A PENALTY PROVISION;
AND DECLARING AN EMERGENCY; FINDING AND DETERMINING
THAT THE MEETING AT WHICH THIS ORDINANCE WAS PASSED
WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW.
WHEREAS, the lack of sufficient rainfall combined with unusually high
temperatures has resulted in lake levels at 50% of their capacity; and,
WHEREAS, it is necessary to implement water rationing as part of the City's
Drought Contingency Plan and to protect and preserve public health and safety.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
SECTION 1. It shall be unlawful for any person, firm, corporation or other entity
to run outside water sprinklers except on the day of week permitted for the area, as
identified on the Water Rationing Zone Map, a copy of which is attached hereto.
Notwithstanding the above, it shall be lawful on any day of the week to utilize outside
water that is sourced from a watering can or a hand -held hose where some responsible
person is holding the hose and present to monitor the use of such water. The running of
water through a hose or similar device that is not supervised by some responsible
person shall be unlawful.
SECTION 2. It shall be unlawful for commercial car washes to operate more than
six (6) days per week. Full service commercial car washes shall not operate more than
ten (10) hours on any one day. Self service commercial car washes shall not operate
more than eighteen hours on any one day.
It shall be unlawful for any person to wash any motor vehicle at a residence or
apartment, or wash sidewalks, driveways or concrete slabs unless an immediate health
risk is present. All outside washing by hand -held hose is prohibited.
It shall be unlawful for non - profit organizations, charities and school
organizations and similar organizations to conduct fundraising car washes during the
time this ordinance is in effect.
SECTION 3. Public and private golf courses may water golf course greens on
any day of the week. The watering of tee boxes and fairways is prohibited.

SECTION 4. Any person, firm, corporation or other entity found in violation of any
provision of this ordinance shall be punished by a fine not exceeding Five Hundred
($500.00) Dollars. Each day of violation of this ordinance shall constitute a separate
offense.
SECTION 5. This ordinance shall remain in effect until such time as the Mayor
may by public announcement declare the water emergency terminated, and direct that
normal water usage may continue.
SECTION 6. The fact that public health and safety will be adversely affected
unless the ordinance takes immediate effect creates an emergency, requiring that the
ordinance shall take effect immediately, and it is so ordained.
SECTION 7. It is hereby officially found and determined that the meeting at
which this ordinance was passed was open to the public as required by law.
