Item 1 - Call to Order
The City Council of the City of Wichita Falls, Texas met in regular session on the above date in
the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with the following
members present.

Mayor Barham called the meeting to order.

Item 2a - Invocation
Pastor Ron Barnard, Heritage Assembly of God, gave the invocation.

Item 2b - Pledge of Allegiance
Mayor Barham led in the Pledge of Allegiance.

Item 3a – Proclamation – National Day for Kids; Boys and Girls Club
Mayor Barham proclaimed September 21, 2013 as Boys and Girls Club’s Day for Kids in Wichita
Falls. Randy Cooper, Executive Director of Boys and Girls Club, introduced Amber Pa lmer, the
organization’s Youth of the Year. Amber highlighted the events planned for September 21.

Item 3b- Pride in the Falls Phase II Kick Off
Jim Heiman invited the council to the kick-off luncheon for Phase II of Pride in the Falls.

Item 4 - Comments From The Public To Members Of The City Council Concerning Items That
Are Not On the City Council Agenda.
Eric Norris, 3402 Duty Lane, addressed the council about the use of water from the Reilly
Road water tower. He said there are people abusing the system, but the city is creating a
monopoly on water. He said the water park squanders water and will be the death of the town.
He asked the council to not cut off the people who rely on the water tower. He said he wants to
know who to blame and to see the facts. He said if the water park were private, it would be
bankrupt.
Gary Duncan, 1730 Rathgeber, said he has hauled water for 3.5 years from the water
tower. He noted the county does not have a rural water district so he has no access to water in
his rural area and has no alternative. He said he is not abusing the system and does not water his
yard or trees. He uses about 2,000 – 2,400 gallons of water per month. He noted that
landscapers are purchasing reclaimed water without abusing the clean drinking water and
suggested more people should be aware of that alternative. He asked the council to let people
keep using the water.
Mayor Barham said the water would not be shut off immediately. He noted the increases
in usage and said that a staff member checked users and found that of 15 users, two were from
annexed areas and one was from Oklahoma. He said the city would step back and look at
options.
Ann Clarkson, 1900 Victory, said she represents the area of Brook Village neighborhood
alliance which was formed about a year ago to help maintain their property. She asked for help
through code enforcement on specific areas were the property is not being maintained. She also
asked for increased police patrol in the neighborhood. She was directed to meet with Kevin
Hugman and Manuel Borrego.

Item 11b - Possible Creation of Veterans Advisory Council (This item was heard out of order).
City Attorney Miles Risley said an ordinance had been prepared for consideration in
formation a Veterans Advisory Council.
Councilor Ingle said he had talked to members of the Veterans of Foreign Wars (VFW)
about a way to unify the local veterans’ organizations and build a larger, more connected group.
He said the proposed advisory council would be coordinated by the city but the council would not
run the member organizations.
Larry Petrash, Military Officers Association of America president, said the veteran’s
advisory council (VAC) would serve as a vital communication link between veterans’ groups and
the city council. He said the veterans’ organizations he talked to are in favor of this new advisory
council.

Joel Jimenez, DAV commander, said the VAC is a win-win situation. This group would
affect all 13 counties.
Michael Hood, VFW District 15 service officer, said the district covers a large area, not just
the Wichita Falls area. He said he would like to see a veteran’s benefits fair in the spring,
establishment of a veteran’s home, and an upgrade to the veteran’s clinic.
Preston Leckie, VFW Post Commander, added that he is in favor of the advisory council.
He said he is an advocate for homeless veterans.
Councilor Ingle said there would be 11 members of the advisory council chosen by the
council.
City Manager Darron Leiker said the county has a veteran’s servicer office that does this
same thing. Councilor Ingle replied they would have a representative on the advisory council.
This new council is for unity and coordination.
Councilor Hoover asked about funding and was told that it would be a volunteer group and
there would be no funding.

Council
Minutes of the September 10, 2013 City Council Meeting were approved as distributed.

City Manager Darron Leiker gave a briefing on the items listed under the Consent Agenda.

Item 8a– Public Hearing on Proposed 2013-2014 Preliminary Budget
A public hearing was opened at 9:40 a.m. to accept comments on the proposed 2013-2014
Preliminary Budget.
A brief overview of the $163 million budget was given by Jim Dockery. Areas of increases were
listed. He noted the same tax rate is proposed and that there are no cost of living increases in the
proposed budget. Step increases and a stipend for employees are included in the budget.
Councilor Smith apologized for his comments made to Marion Stade at the last meeting. He also
thanked the staff for their work on preparing the budget. He reminded the council that next year the pay
plan will need to be addressed.
Mayor Barham noted that $2.1 million has been cut from the budget. He listed areas of savings
as well as the increases the city must pay. He said the staff does a commendable job in preparing the
budget.
There were no additional comments given. The public hearing was closed at 9:51 a.m.

Item 11a – Staff Council Discussion
Update on Temporary Water Reuse Project; Russell Schreiber
Russell Schreiber showed discussed the progress on the temporary water
reuse project. He explained how the pipe is joined together and showed how far the
pipe has been laid. He discussed the life of the pipe and the ability to reuse it even
after it has been in the sun for some time. He noted TCEQ has given approval of the
pipeline project but additional approval is needed before the water can be reused.

Item 11b – Discussion of Items of Concern to Members of the City Council
Members of the City Council presented the following matters:
Councilor Ward said there is a full year ahead for expansion and growth.
Councilor Ingle thanked the staff for their work.

Councilor Smith reminded everyone of the chaining ordinance which is now in effect. He also
said the Chain-Off program has been successful. There have been 49 applications with 13 new fences
done and eight more approved.
