CALL TO ORDER:
Penny Miller called the meeting to order at 1:33 pm. The minutes of June 27"', 2013 were put
before the Board. A motion was made by Sharon Roach to approve the minutes and
seconded by John Fritzsch. Minutes were approved.
DEPARTMENTAL REPORT:
• 1.
Circle Trail -
a. Biggs and Mathews continuing work on construction documents on section from
Seymour Highway to Lucy Park.
b. Trail section in Lake Wichita was discussed with Lake Wichita Study Committee
and US Army Corps of Engineers - Tulsa at Lake Wichita yesterday.

4B South Weeks Park Pond -
a. The Parking lot paving contract was awarded and approved by City Council.
3.
4B District V Park Improvement -
a. Contract documents have been sent, for the bridge installation in Lions Park.
b. There is no change in the Expressway Village Park Pond.
c. There is no change in the land acquisition to expand City View Park.

We are considering restroom change over to the new, single unit style. The Parks
Department has had to replace several commodes due to vandalism. The new single
unit style would help prevent this.
5.
The Parks Department moved to their new facility on 9t' Street near Seymour
Highway. An open house is planned after the playground and gazebo are installed
this fall.
6.
The 50 Plus Zone is doing well. Some events for the week include a Fish Fry and
Puppet Show, Free Bingo, and a Live Band Dance.
7.
Recreation is planning a Fall Concert Series at the MPEC in September and October.
This will be finalized next week.
8.
The Parks and Recreation Brochure for this Fall just came out in the newspaper and
some of the new classes include Let's Pretend (Youth Creative Arts Class), Drawing I,
and Cross Decorating.
• 9.
Fall Softball, Kickball, and Flag Football is underway at the Sports Complex and Adult
Volleyball at the Scotland Gym.
10.
The new, replacement sign at the Sports Complex is being installed and could be
completed in a few weeks.
• 11. Community Garden on Smith Street -
a. There have been more than 150 railroad ties placed to create about 75 spaces.
b. Concrete work is finished. Remaining to be done includes placement of placing
soil in plots, gravel for walks, placement of building, fencing, sign, and cameras.
c. If everything goes well it should be opening in September.
12. The Parks Department is preparing for HHH this week by mowing areas along the
inner city routes.
a. Crews are mowing and trimming lots along Circle Trail on Seymour Highway and
Barnett road that the adjacent owners have failed to mow.
13. We have a new turbine blower loaned to us from the golf course today to test the
effectiveness.
NEW BUSINESS:
1. Park Improvement Committee report on the progress of Lake Wichita Study
Committee.
a. The LWSC has had two meetings and is coming along. They met with the U.S.
Army Corps of Engineers — Tulsa yesterday at the Lake Wichita dam. Penny Miller
said that the good news is that it will be less of a nightmare than what was anticipated
to get what we want. The engineers are very willing to work with us. The next step is
to get everything together for a proposal.
b. It was stated if anyone would like to check out the minutes from the meetings of
the LWSC, go to the Cities website under board meetings.
OTHER ITEMS:
Discussion on stickers on the trails causing flat tires on bicycles.

Discussion on possibility of bee hives at the community garden. There was a
suggestion to get in touch with The Beekeepers of Wichita Falls.
