Resolution Awarding Bid For The Purchase Of 13 Ford
Crown Victoria Police Patrol Vehicles To Wichita Falls Ford,
A Local Vendor, In The Amount Of $292,708 Or To Sam
Pack's Five Star Ford, The Low Bidder, In The Amount Of
$286,195
WHEREAS, the City of Wichita Falls advertised and requested bids for
the purchase of 13 Ford Crown Victoria police patrol vehicles, and bids were
received and publicly opened on November 4, 2010;
WHEREAS, the lowest bid was from Sam Pack's Five Star Ford in the
amount of $286,195, and the lowest local bid was from Wichita Falls Ford, in the
amount of $292,708, which was approximately 2.28% higher than the lowest bid;
WHEREAS, TEXAS LOCAL GOVERNMENT CODE § 271 .9051 pfOVld@S that a
municipality may award a bid that is within 5% of the lowest bid price to the
bidder whose principal place of business is in the municipality if the governing
body of the municipality determines, in writing, that the local bidder offers the
municipality the best combination of contract price and additional economic
development opportunities for the municipality created by the contract award,
including the employment of residents of the municipality and increased tax
revenues to the municipality;
WHEREAS, the City Council determines that Wichita Falls Ford:
(1) has its principal place of business is in the City of Wichita Falls
(2) employs more than 50 persons in Wichita Falls,
(3) paid approximately $86,129.80 in property taxes in 2010, and
(4) offers the City of Wichita Falls a combination of contract price
and additional economic development opportunities created by this
contract award that exceeds the amount by which Wichita Falls
Ford's bid exceeds the bid of the lowest bidder; and
WHEREAS, the City Council has the option to award the bid to the lowest
bidder, Sam Pack's Five Star Ford, in the amount of $286,195, or the local
lowest bidder, Wichita Falls Ford, in the amount of $292,708.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF WICHITA FALLS, TEXAS, THAT:
Authorization is granted to award the bid for the purchase of 13 Ford
Crown Victoria Police Patrol Vehicles to Wichita Falls Ford in the amount of
$292,708.00 .
