Resolution Authorizing The City Manager To Execute A Professional
Services Agreement With URS Corporation For Construction
Management And Quality Assurance Testing Services In Conjunction
With Terminal Building Construction At Wichita Falls Regional
Airport, In An Estimated Amount Of $744,952
WHEREAS, the City of Wichita Falls desires engineering/architectural
construction management, construction quality assurance testing, and resident project
representation services be performed in conjunction with the above referenced project;
and
WHEREAS, the Federal Aviation Administration will fund 78.3% of the eligible
cost of these services and Bond Funds are available to fund the remaining 21.7% local
share of the service agreement; and
WHEREAS, URS Corporation proposes to provide these services at an
estimated cost of $744,952.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
The City Manager is authorized to execute the professional services agreement
attached as Work Order No. 25, with changes thereto in a form approved by the City
Attorney, in an estimated amount of $744,952.

General
1. Cwner's Construction Manager(CM) will be the primary point of contact foe the Owner, Contractor, and
the A'F.
2. Preparation and maintenance of Submittal and R F I Doc urnent Lags is by CM.
3. Preparation and distribution of minutes from weekly construction meetings is by CM.
Task 1 — Project Management
Description Gf Services: Coordinate the activities of the design team. Provide the team regular updates
on the progress of the work and significant project issues as they may arise. Consult periodically with
Owner to review project progress; develop, submit, and process A.+E team invoices.
Task 2—CM Coordination and Support
Description of Services: Provide support to the CM as requested for interpretation of the contract
documents and design intent.
Task 3—Submittals Review
Description +Df Services:Through the CM, receive submittals from the Contractor such as shop
drawings,samples, and product data,and review for conformance with the construction documents. The
A.E review is for general conformance of the submittal with the intent of the construction documents. It
does not include approval of quantities, dimensions, means and methods of construction, or issues of
construction safety, all of which are Contractor responsibilities. Incomplete submittals will be returned
immediately through the CM to the Contractor for correction and re-submittal.

Description ofServices: Provide construction document clarifications for the project.Working with the
CM.the A-E will interpret the documents and answer questions submitted by the Contractor,through the

four (4) calendar days from receipt of OwnerfCM request. AJE will except this response schedulewhen
requested in vomiting by the CM when such exception is necessary to avoid construction delay-
Task 5— Provide Change Order Support
Description of Services: Provide analysis of Contractor change order requests when requested by the
CM. This may include evaluation by one or more disciplines relevant to the change order.

exceed five (5)working days from receipt of the OwnerfGM request.
Task 6— Prepare Design Change Notifications
Description of Services: Provide Design Change Notifications(DCN) to CM for issuance to the
Contractor, as necessary, including the preparation of cost estimates.for work in each DCN and review
with GIVI. This task anticipates that .DGNs have limited scope, resulting in no change or minor changes in
construction cost or duration. This Task does not anticipate making significant changes in design that
may be initiated by Owner.

Task 7— Attend Construction Site Meetings
Description ofServices:Attend, either in person or via teleconference, periodic construction meetings

Task 8— Attend Pre-Construction Meetings

Task 9— Prepare Construction Management Plan
Description of Services: Prepare a Construction Management Plan (CMP) on all AIP paving projects in
accordance with FAA requirements.The CMP addresses the following elements for the paving work:

certifications, materials testing acceptance flow charts, inspection and test farms, and the quality control

Task 10- perform Construction Site Observation
Description of Services: Conduct periodic inspections of the construction site and worst to observe and
confirm the:worse is in conformance with the intent of the construction documents. A,'E willl notify the CM
of observed deficiencies and recommend appropriate measures to be taken by the Contractor to bring the
work into compliance with the construction documents_ A"E will document observations in a consistent
format acceptable to the OWNER and submit to the CM_
A;E Time Allocated far this task: KE will perform construction site observations as necessary for the
A)E disciplines to conduct their inspections and provide their responses.
Task if - Installation-,Commissioning Inspection
Description of Services: Provide commissioning services for two systems:the BHS and the PBBs_
PHS inspection and commissioning will involve three site visits to coordinate with the installer., inspect
installation and verify that the system achieves the performance requirements of the{owner; and is ready
for TSA testing if required. Commissioning of the PBfls will involve two site visits, one at the PBB factory
to test the bridge components and one following installation to test the function and operation of the
PBBs for compliance with all specification requirements- Mechanical engineer will test that the HVA
system operates as specified_
A'E Time Allocated for this task: KE will perform these services as necessary for the NE disciplines to
conduct their inspections and provide their responses within the time allocated for this task as shown in
Attachment B t-
Task 12- prepare Punchlist
Description of Services: Fallowing Contractors punchlist activities, evaluate the work for conformance
with requirements of the construction documents and prepare an A)E punchlist for transmittal to the
Contractor by CM. Following Contractor completion of all NE punchlist items, conduct a joint walkt'hrough
with CM to verify substantial completion.and punchlist completion_ Prepare a final punch Iist
based on this walk-through and submit to CM for transmittal to Contractor for final completion.

Task 13-Closeout Activities
Description of Services:Through the CM, receive project close-out submittals from the Contractor,
including Operation and Maintenance Manuals,Test and Balance Reports, DDC point-by-point analysis,
warranty information, and the like.
Submittals will be posted in digital format to a construction documents management website provided and
maintained by the CM or Contractor. Design team shall be furnished with access to download materials
for review_ Design team shall mark up and initial submittal, and upload to the same site for retrieval by the
CM and Contractor.

inadvertently not included in Amendment number 22. Following is an oulline of each of the additional

Attachment 134 describes the special tests and inspections that are rewired and a budget allowance to
perform the work.This work shall be performed by a special inspector certified by the local jurisdiction
having authority to perform the types of inspections and tests specified.. Deficiencies shall be reported
daily to the contractor. Summary reports shall be distributed weekly to the owner, architect, contractor,
building official. and structural engineer. Seethe Specifications for additional requirements for special
inspection and testing. The frequency of inspections and testing and a fee allowance are outlined in
attachment B4.

July 26,2013
The following additional services were performed as requested by airport management and are
part of Package 2 Bld Document.The fees for these services were inadvertently not included in
Amendment number 22. The total fees for the services are $24,000.A brief description of the
services and associated fees are:
Landscaping (BYSP): one item at a total cast of$7,000
Upgrade of waterfeatures coordination with architecture, Regional suppliers and designers,
mechanical, rain water harvesting system. This resulted in 40 additional architecture design
and drafting as well as coordination and consulting with water feature specialists at a cost of
$7,000
Civil Engineering (Corlett, Probst & Boyd): one item at a total cost of$7,000
■ Ground service equipment staging platform 5' high, and ramp leading to baggage claim
area. This task involved development of few alternative solutions and engineering
calculat ons and coordination with the terminal building structure.. This resulted in 30
additional engineering/drafting hours at a cost of$7,000
Structure (Magnusson Klemencic): Six items at a total cast of$10,000
■ New ADA-Accessibte Tornado Storm Shelter: The new storm shelter is located above grade. The
additional work associated with the shelter involved the design of new foundations, CMU walls,
and a concrete roof, analyzed for wind and impact loads due to tornados, This resulted in 25
additional engineering/drafting hours at a cost of $2,500
■ Reconfiguration of the Basement Tornado Storm Shelter and Exit Stairways: The footprint
of the basement storm shelter was changed to eliminate the center columns. This required re-
design of the basement slab and roof structure. The exit stairs leading to the basement were
revised can several occasions resulting in several re-designs. This resulted in 10 additional
engineering/drafting hours at a cost of $1,000
■ Relocation of Braced Frames: Several braced frames were reconfigured to accommodate
changes to the architectural program. In one case, a braced frame was deleted and replaced by
a new CMU shear wall. This resulted in re-design of the lateral system and foundations,thus
resulting in 25 additional engineering/drafting hours at a cost of$2,500
■ 1,000-gsf Expansion of the Outbound Baggage Area: This addition involved expanding the
roof and floor structures as well as re-analyzing the wind loads on the facility due to the
expanded floor plate and new braced frame layout. A majority of the columns in this area were
re-located as a result of these program changes. This resulted in 15 additional
engineering,/drafting hours at a cost of$1,500
■ 900-gsf Expansion of the Loading Dock: The loading dock increased from approximately
250 square feet to 1,150 square feet, including a new concrete ramp. This required the design of
new foundations,grade beams, and retaining walls. This resulted in 10 additional engineering,/
drafting hours at a cost of$1,000
■ New Interior ADA-Accessible Ramp: A new concrete ramp from the main concourse to the
outbound baggage area. Grade beams and retaining walls were added to support the ramp and
the foundations were re-designed for the added weight. This resulted in 15 additional
engineering,/drafting hours at a cost of$1,500
