Min 08/20/2013 CITY COUNCIL MINUTES PAGE 1 OF 7 CITY COUNCIL MINUTES Wichita Falls, Texas Memorial Auditorium Building August 20, 2013 Item 1 - Call To Order The City Council of the City of Wichita Falls, Texas met in regular session on the above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with the following members present. Glenn Barham - Mayor Michael Smith - Councilors Ben Hoover Annetta Dotson - Brian Hooker - Tim Ingle - Mary Ward - Darron Leiker - City Manager Miles Risley - City Attorney Tracy Norr - City Clerk - - - - - - - - Mayor Barham called the meeting to order. - - - - - - - - Item 2a - Invocation Pastor Kile Bateman of Evangel Temple gave the invocation. - - - - - - - - Item 2b - Pledge of Allegiance Mayor Barham led in the Pledge of Allegiance. - - - - - - - - Item 3 - Comments From The Public To Members Of The City Council Concerning Items That Are Not On the City Council Agenda. Donna Brown, 1017 Marconi, and Wilma Monday, 408A Bailey, addressed the Council with concerns about speeding on Marconi, Bailey, Humphrey, and Juarez Streets. They suggested speed bumps, speed control signs, and additional police patrols on the street. The Mayor told them that Chief Borrego would meet with them about their concerns but that speed bumps are a liability to the city and are seldom installed. CITY COUNCIL MINUTES PAGE 2 OF 7 Jennie Arredondo, 4800 Brookdale Drive, #106B, expressed concern about actions of members of the Housing Division. She said it is time to stop the problems within the division and cited specific incidents. Beverly Ellis, 1605 Parkdale, thanked the council for the proclamation for the BTW reunion. She invited participation in the community beautification on August 31. She also asked to see a map showing the pipe location for the water reuse project. Mayor Barham said the map is available for review. - - - - - - - - Item 4 - Approval Of Minutes Of The August 6, 2013 Regular Meeting Of The Mayor And City Council Minutes of the August 6, 2013 City Council Meeting were approved as distributed. - - - - - - - - Items 5-6 - Consent Agenda City Manager gave a briefing on the items listed under the Consent Agenda. Moved by Councilor Smith that the Consent Agenda be approved. Motion seconded by Councilor Dotson and carried by the by the following vote. Ayes: Mayor Barham, Councilors Smith, Hoover, Dotson, Hooker, Ingle, and Ward Nays: None Item 5 – Council Bill #132 RESOLUTION NO. 86-2013 Resolution Awarding Bid For The Purchase Of One ¾-Ton Cab & Chassis And One 1-Ton Cab & Chassis To Wichita Falls Ford Lincoln Mercury In A Total Amount Of $59,776.10 - - - - - - - - Item 6 – Receive Minutes Minutes of the following boards and commissions were received. (a) Wichita Falls Traffic Safety Commission, June 5, 2013 - - - - - - - - Item 7a - Council Bill #133 ORDINANCE NO. 45-2013_ Ordinance Amending Ordinance No. 11-2013 Declaring Certain Structures As Dangerous By Allowing The Property Owner Additional Time To Rehabilitate 714 Ross CITY COUNCIL MINUTES PAGE 3 OF 7 Moved by Councilor Hoover that Ordinance No. 45-2013 be passed. Ayes: Mayor Barham, Councilors Smith, Hoover, Dotson, Hooker, Ingle, and Ward Nays: None Item 7b - Council Bill #134 ORDINANCE NO. _46-2013_ Ordinance Authorizing The Issuance And Sale Of Combination Tax And Revenue Certificates Of Obligation, Series 2013A; Levying An Annual Ad Valorem Tax And Providing For The Security For And Payment Of Such Certificates; Approving An Official Statement; Declaring An Emergency; Declaring An Effective Date; And Authorizing And Enacting Other Matters And Provisions Relating To The Subject. Moved by Councilor Ingle that Ordinance No. 39-2013 be passed. Motion seconded by Councilor Hooker and carried by the following vote. Ayes: Mayor Barham, Councilors Smith, Hoover, Dotson, Hooker, Ingle, and Ward Nays: None The council recessed while the certificates were signed. - - - - - - - - Item 11 - Executive Session (This item was held out of order) City Council went into Executive Session at 9:12 a.m. in accordance with Texas Government Code §551.071, §551.072, and §551.087. City Council reconvened at 9:32 a.m. The Mayor announced that no polls or votes were taken during Executive Session. - - - - - - - - Item 8a – Council Bill #135 RESOLUTION NO. 87-2013 Resolution Authorizing The Execution Of A Professional Medical Services Agreement Between The City Of Wichita Falls And The North Central Texas Medical Foundation, For The Provision Of Medical Services To The Wichita Falls-Wichita County Public Health District. Ayes: Mayor Barham, Councilors Smith, Hoover, Dotson, Hooker, Ingle, and Ward Nays: None - - - - - - - - Item 8d – Council Bill #138 RESOLUTION NO. 90-2013 Resolution Authorizing The Sale Of Excess City-Owned Property Consisting Of 0.48 Acres Located At/Near 104 Burnett Street In Block N Of The Original Townsite Of Wichita Falls To Armando Luevano And Maria Villegas-Manzanares In The Amount Of $8,364, Subject To A Restriction Of Access Directly From Burnett Street . Acting As An Eligible Community Housing Development Organization (CHDO) Under The HOME Investment Partnership Program, To Allocate HOME Investment Partnership Program Set-Aside Funds. Moved by Councilor Hooker that Resolution No.92-2013 be passed. Motion seconded by Councilor Smith and carried by the following vote. Ayes: Mayor Barham, Councilors Smith, Hoover, Dotson, Hooker, Ingle, and Ward Nays: None - - - - - - - - Item 9a – Staff Council Discussion There were no staff reports. - - - - - - - - CITY COUNCIL MINUTES PAGE 6 OF 7 Item 9b – Discussion Of Items Of Concern To Members Of The City Council Members of the City Council presented the following matters: Councilor Smith thanked the Fire Department for their response on an apartment fire. He noted that the Police Department had 3,106 calls and 124 arrests in the past week. He also said if there are concerns about traffic signals they should be reported. He said there is an ongoing effort to optimize the signal timing. City Manager Darron Leiker said the technicians will be sent out if there are calls. Councilmember Smith said complaints can be lodged by phone or by the city website. Councilor Ingle asked if the new smart phone application is working. Mr. Leiker said he hasn’t had many calls but that it seems to be working well. He reminded everyone not to use it while driving. He said there aren’t many other cities that use this application. Assistant City Manager Kevin Hugman said a video is being prepared about use of the application. - - - - - - - - Item 10 – Work Session to Consider Proposed FY 2013-2014 Budget A work session was held to consider the proposed 2013-2014 budget. Each fund was reviewed and questions were answered. The Capital Improvement Plan was also reviewed. - - - - - - - - Item 12 – Council Bill #141 RESOLUTION NO. 93-2013 Resolution Expressing The City Council’s Intent To Place A Proposal On A Future Council Agenda Approving A Property Tax Rate That Exceeds The Notice And Public Hearing Limit; Scheduling Two Public Hearings, And Establishing The Date To Vote On Same. Moved by Councilor Dotson that Resolution No.93-2013 be passed with the tax rate to be $0.63526 and the hearing times to be at 8:30 a.m. Motion seconded by Councilor Smith and carried by the following vote.
