Dennis Marquardt called the August 7, 2013 meeting of the Wichita Falls Traffic
Safety Commission to order at 1:30 p.m.
The minutes were approved for June 2013.
The financial report for June was presented by Stan Horton. The balance is $772.56.
Accident Statistics:
Richard Garza of WFPD advised the total crashes for July were 269 of which 60
were injury accidents including 4 fatalities. There have been 7 fatalities for 2013.

City Traffic Report
Mark Beauchamp discussed the following:
1. Yearly maintenance has been completed.
2. Still rebuilding Southwest and Maplewood.
3. Seymour Hwy and Tangelwood now has a new traffic signaling device.
4. City View High School has new flashing signals. This was an in house project.
State Traffic Report
Tim Hertel discussed the following:
1. Safe Routs construction was moving along on schedule. Construction was started
near the schools as to move equipment and workers away from the schools as
enrolment times near.
2. Windthorst road overpass is almost complete
3. Paving project on Hwy 240 in front of Sheppard Air force Base is almost
complete.
Committee Reports
1. Safe Routes is under construction and moving forward.
Unfinished Business:
City Attorney Miles Risley attended meeting to answer questions for the TSC in
regard to a bicycle helmet requirement ordinance request. Mr. Risley was very informative
and gave the TSC a great deal of information on Helmet Safety. All members were given
handouts to take with them to use for research.
New Business:
1. Item 01 -13: Adding a Bicycle /Pedestrian Representative to TSC
This was discussed again. Sandy Monson expressed interest in filling this
position. All members agreed this was a good idea. The item will be placed on the notice for
recognition by Council. City Clerk Lydia Torres had advised an ordinance would be
needed to be written for this and she would assist after city elections. However, Lydia has
since retired. (Pending)
Items of Discussion:
1. Laney Oliver reported that she had checked with Jerry's Scoreboard in
reference to the polo shirts for the TSC members. Members wanted these to
wear to community events to bring awareness of the TSC's involvement. Laney
advised the quote was $29 which includes our logo and design. Payment would
have to be placed on a purchase order. Reimbursement will be on an individual
basis for those that request a shirt. Mark Beauchamp advised he would do a
purchase order through the city and we could pay him. Laney made a final offer
at this meeting.

There being no further business before the Commission, the meeting was adjourned
at 2:30 P.M.
