Resolution Authorizing Expenditure By The City Of Wichita Falls
Police Department From The Seized Funds Account In The Amount
Of $68,413.79 For The Procurement Of Various Items Not Included In
The FY 2012 / 2013 General Fund Budget
WHEREAS, the City of Wichita Falls Police Department is awarded forfeited
funds; and
WHEREAS, certain programs and procurements may be funded entirely by the
seized funds account; and,
WHEREAS, the City of Wichita Falls Police Department has funding available in
the amount of $68,413.79 in the seized funds account; and,
WHEREAS, it is the desire of the City Council to authorize this expenditure.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS TEXAS, THAT:
The expenditure of funds in the amount of $68,413.79 is hereby authorized as
described above and in Exhibit "A" for expenses necessary for the procurement of
necessary items needed for Police Department equipment and supplies.

SUGGESTED EXPENDITURES & JUSTIFICATON
SEIZED FUNDS ACCOUNT
1. 1 ea. — Media Server $ 30,000.00
The Crime Scene Unit is rapidly running out of space to store crime scene
photographs and digital videos. Approximately 100GB of storage space on the
City server is allotted to the Crime Scene Unit. This allows only 2 -3 months
worth of data storage for photographs and videos. Currently, older videos and
images are transferred to external hard drives and DVD's for longer storage
when capacity nears 100GB. Both the DVD's and external hard drives can
degrade and fail over time. There is no other back -up for the data at this time.
The server we are requesting to purchase has a capacity of 25TB (256 times
more space that the current server) with back -up tapes as a security measure
against loss of data. This system also has room to be expanded should it be
needed in the future.
2. 100 ea. — TLR -1 Tactical Rifle Mounted Lights & Rails $ 10,788.00
This equipment will be utilized by officers in field operations by providing a light
mounted platform for their rifles allowing officers a significant advantage at night
time and by illuminating darkened buildings they are searching.
3. 20 ea. — X26P Tasers $ 24,665.79
A large percentage of our tasers are old and out of warranty requiring full
replacement cost when damaged or malfunctioning. We are instituting a cyclic
replacement stream to insure that old tasers are being replaced after their 5 year
life cycle.
4. 20 ea. — Digital Camera's w /Memory Cards & Cases $ 2,960.00
These camera's are for the Patrol Officers in the field for photographing evidence
in misdemeanor and certain felony cases helping to relieve the Crime Scene Unit
from being called out on all cases requiring photographs.
