Item 1
The City Council of the City of Wichita Falls, Texas met in regular session on the
above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o'clock
a.m., with the following members present.

Mayor Barham called the meeting to order.
Item 2a
Councilor Michael Smith gave the invocation.
Item 2b
Mayor Barham led in the Pledge of Allegiance.
Item 3
Mayor Barham congratulated Daniel Nix, the Utility Operations Manager, for
receiving the American Water Works Association (AWWA) George Warren Fuller Award.
Public Works Director, Russell Schreiber, informed Council that this is the most
prestigious national award given by the AWWA. It was bestowed on Mr. Nix for his
outstanding work in the water industry. Some of Mr. Nix's accomplishment include:
authored a training manual titled Filter Evaluation Procedures for Granular Media, wrote
various published trade journal articles, developed a license plate for the Texas AWWA
to promote water conservation that has been accepted by TXDOT and has set on the
Texas AWWA board for the last 13 years.

Mr. Terry Williams, 2302 10th Street, addressed Council with his concern about the drug
activity within Wichita Falls.

Minutes of the June 4, 2013 Council meetings were approved as distributed.

Ordinance Appropriating $4,500 To The Special Revenue Fund For The Ryan White
Part B Grant For The Early Intervention Program And Authorizing The City Manager To
Execute A Contract And All Other Documents Necessary To Receive Said Funds From
Tarrant County For The Wichita Falls-Wichita County Health District Pursuant To Said
Grant.
Moved by Councilor Hoover that Ordinance No.33 -2013 be passed.
Motion seconded by Councilor Ward and carried by the following vote:

ORDINANCE NO. 34 -2013
Ordinance Appropriating $21,413 To The Special Revenue Fund For The Ryan White
Part C Grant For The Early Intervention Program And Authorizing The City Manager To
Execute A Contract And All Other Documents Necessary To Receive Said Funds From
Tarrant County For The Wichita Falls-Wichita County Health District Pursuant To Said
Grant.
Moved by Councilor Hooker that Ordinance No. 34-2013 be passed.

RESOLUTION NO. 63-2013
Resolution Authorizing The City Manager To Execute An Engineering Service
Agreement With CDM Smith Inc. To Perform Modeling And Permitting Work To Secure
A Texas Pollution Discharge Elimination System (TPDES) Permit Into Lake Arrowhead
For The Permanent Reuse Project In An Amount Not To Exceed $131,590.00.
Moved by Councilor Hooker that Resolution No. 63-2013 be passed.
Motion seconded by Councilor Ingle and carried by the following vote:

RESOLUTION NO. 64-2013
Resolution Approving The Programs And Expenditures Of The Wichita Falls 413 Sales
Tax Corporation Board Of Directors To Include Funding Up To $50,000 For The Wee-
Chi-Tah BMX Track Project.
Moved by Councilor Hooker that Resolution No. 64-2013 be passed.
Motion seconded by Councilor Smith and carried by the following vote:

Item 10a
Assistant City Manager, Kevin Hugman, provided Council with an update on Cast-Away-
Cove Water Park and the slide project. He stated they have put out the request for
proposals and were working with the sole source vendor on this project. Mr. Hugman
acknowledged they want to make Council aware that in order to have the slide up and
operational by next season they will need to make the decision this July.
City Manager, Darron Leiker, presented a video produced by City staff to educate the
citizens on the proposed water re-use project. He observed the intent was to release the
video to local media and to make it available on the City website.
Item 10b
Councilor Dotson asked staff to look into the downed trees on City owned lots within her
district. Staff agreed to do so. She also asked about the dilapidated buildings that had
been tagged, but were still standing. Assistant City Manager, Kevin Hugman informed
her that they are brought before Council, for approval to demolish, as funds are
available. He added staff tries to prioritize based on the condition of the structure.
Councilor Ingle congratulated Berry Levy, Russell Schreiber and their staffs for the
educational video on the City's re-use project. He asked Public Works Director, Russell
Schreiber, if the water released when the crews flush a water line could be saved? Mr.
Schreiber stated staff was currently looking into this. Councilor Ingle thanked Mr.
Schreiber for providing him information on the amount of water used and the rate of
water loss due to evaporation. He remarked he hoped the citizens would embrace the
need for conservation. Councilor Ingle affirmed he would like for Council to work on a
strategic long term plan.
Councilor Smith informed everyone that the federal government has turned over the
Armory Depot located at 9th Street and E. Wenonah to the City and that the
Parks department would be moving into it. He stated he would like to see a big open
house to celebrate. Councilor Smith reminded everyone that the City had an ordinance

against fireworks within City limits, but that there would be a 4tn In the Falls celebration
for everyone's enjoyment. Councilor Smith shared information provided by the police
depart. He reported in a one week period the police department responded to 3,060
calls for services and made 121 arrests. Councilor Smith ended by thanking both the
police and fire departments for their service.
Mayor Barham thanked Berry Levy, Russell Schreiber, Daniel Nix and staff for their work
on the re-use video. He also thanked a citizen, Clayton Lane, who wrote a letter to the
editor, Blame Ourselves, for his comments on the City's water situation.
City Council adjourned at 9:50 a. m.
