Traffic Safety Commission Minutes - 06/05/2013F 6,' MINUTES OF THE MEETING FOR THE WICHITA FALLS TRAFFIC SAFETY COMMISSION 1110 June 5, 2013 MEMBERS PRESENT: Mark Beauchamp Dennis Marquardt Raudel Gonzales Laney Oliver Andy Kocher Stan Horton Leland Wright EX- OFFICIO MEMBERS PRESENT: Annetta Pope- Councilor- At -Large Brian Meverden (SAFB) MEMBERS ABSENT: Toby Catlin (Unexcused) Darrell Choate (Unexcused) Bill Horton (Excused) Tim Hertel (Excused) Carrie -Ann Taylor (Excused) Phil Golden (Excused) EX- OFFICIO MEMBERS ABSENT Dennis Marquardt called the June 5, 2013 meeting of the Wichita Falls Traffic Safety Commission to order at 1:30 p.m. The minutes were approved for May 2013. The financial report for June was presented by Stan Horton. The balance is $772.56. Accident Statistics: Leland Wright of WFPD advised the total crashes for May were 269 of which 60 were injury accidents including 4 fatalities. There have been 7 fatalities for 2013. RECEIVED IN CITY CLERK'S OFFICE DATE: BY: _� �fM Z:3 PAGE 1 City Traffic Report Mark Beauchamp discussed the following: 1. Yearly maintenance projects are under way. The City is divided into thirds and any needed repairs are made during this period. 2. Working with TXDOT on an improvement project on the area around the Flying J Truck Stop. 3. Airport Rd at I44 Wal -Mart - traffic study was conducted for all way stops into Wal -Mart. The study revealed it did not meet requirements for such upgrades. 4. The City worked with TxDot to install new signal devices at Martin Luther King and 7th St. 5. Downtown LED installation project has started. Mark advised the lighting was fantastic and allowed for much greater visibility. Underpass lighting was also included in this project. Mark advised this will make a drastic reduction in the energy use with the new LED lighting. State Traffic Report No one from the State was present Committee Reports 1. Safe Routes is under construction and moving forward. The starting point is John Tower Elementary. Unfinished Business: City Attorney Miles Risley will be at the August meeting to answer questions for the TSC in regard to a bicycle helmet requirement ordinance request. New Business: 1. Item 01 -13: Adding a Bicycle /Pedestrian Representative to TSC This was discussed again. Sandy Monson expressed interest in filling this position. All members agreed this was a good idea. The item will be placed on the notice for recognition by Council. City Clerk Lydia Torres had advised an ordinance would be needed to be written for this and she would assist after city elections. However, Lydia has since retired. Items of Discussion: 1. Laney Oliver reported that she had checked with Jerry's Scoreboard in reference to the polo shirts for the TSC members. Members wanted these to wear to community events to bring awareness of the TSC's involvement. Laney advised the quote was $29 which includes our logo and design. Payment would have to be placed on a purchase order. Reimbursement will be on an individual basis for those that request a shirt. Mark Beauchamp advised he would do a purchase order through the city and we could pay him. PAGE 2 2. Mark Beauchamp advised his wife had an idea that a Trail Day on the city's hike and bike trail for free helmet giveaway may be a good idea for the TSC. All were in favor of this idea. No date has been set for this event. There being no further business before the Commission, the meeting was adjourned at 2:30 P.M.
