I. Welcome & Introduction
Mr. Arbeau called the meeting to order at 10:01 a.m. and welcomed everyone in
attendance.
II. Public Comment on Agenda and Non - Agenda Items
Mr. Arbeau asked for any public comments on agenda and non - agenda items. There
were none.
III. Review and Approval of the October 10, 2012 Technical Advisory Committee's
(TAC) Meeting Minutes

Mr. Arbeau asked for any comments or corrections to the October 10, 2012 minutes.
Receiving none, he then asked for a motion to approve the minutes. Mr. Beauchamp
made the motion to approve. Mr. Hertel seconded the motion, which passed
unanimously.
IV. Review and Comment Regarding the October 24, 2012 Transportation Policy
Committee's (TPC's) Meeting Minutes — No Action Required (p. 10)
Mr. Arbeau asked for comments on the October 24, 2012 TPC meeting minutes. None
were received. The committee moved on to the next agenda item.
V. Review and Recommendation to Approve Amendments to the 2010 -2035
Metropolitan Transportation Plan Project List for January 2013 (See Enclosure)
Mr. Arbeau directed the committee's attention to the Metropolitan Transportation Plan
Project List handout. He informed the committee that his staff contacted the Wichita
Falls TxDOT district office and received fourteen new CSJ projects for addition to the
MTP project list. Mr. Arbeau stated it was important to ensure new projects got added to
the MTP as they became available so that, if funding became accessible, the project
could move into the 2013 -2016 Transportation Improvement Program (TIP) as a fiscally
constrained project.
Mr. Arbeau asked for any comments or corrections to the new projects. Mrs. Gagne
recommended changing the description on the Maplewood Avenue project under the
Wichita Falls Unmet Needs (Non- Funded, Non - Prioritized) list to expand the boundary to
Kemp Blvd. There were no additional comments or corrections to the new projects. Mr.
Arbeau asked for a motion to forward the project list, with revisions, to the Transportation
Policy Committee (TPC) meeting. Mr. Hertel made the motion to forward the list to the
Policy Board. Mrs. Gagne seconded the motion, which passed unanimously.
VI. Review and Discussion of WFMPO Time Line of Projects and Consultant Let
Studies: Long -Range Project Readiness Plan, Transit Oriented Development
Study, Update to the Socioeconomic Data Collection and Forecast Study of 2008,
and the 2015 -2040 Metropolitan Transportation Plan Update (See Enclosure)
Mr. Arbeau directed the committee's attention to the Time Line of Projects and
Consultant Let Studies handout. He stated the time line ranges from FY 2012- FY2015,
displays the MPOs four largest projects broken up into milestones, and shows estimated
costs for those projects. Mr. Arbeau asked for any comments on the time line. Receiving
none, he moved on to the next agenda item.
VII. Other Business:
a. Discussion & Overview of Progress on Local Transportation Projects -City and
TxDOT staff (Quarterly Review)
TxDOT Report: Mr. Rohmer reported that construction on the Hike and Bike Trail from
Allendale Drive to Lake Wichita was almost complete. He reported US 281 to SH 79 was
complete. Lastly, US 82/287 under the Windthorst Road Bridge was under construction
and on schedule.

City Report: There were no items to report.
b. MPO Quarterly Financial Report (4th Quarter FY 2012 -July, August, September)

Mr. Arbeau reported on the fourth quarter expenses for the MPO. He stated the MPO
had spent 51.77% of its allocation for FY 2012.
Mr. Arbeau asked for any other questions or comments about the fourth quarter
report. Receiving none, he moved on to the next agenda item.
c. Long -Range Project Readiness Plan Development Report (Handout at meeting)
Mr. Arbeau provided the committee with a synopsis of the past 3 weeks effort from
AMD Engineering regarding the Long -Range Project Readiness Plan. He stated in
the last 3 weeks, a project ranking criteria was received from the TAC members.
AMD developed the revised scoring matrix and sent out the updated scoring matrix
for TAC review. Future plans for AMD is to prepare a presentation for the TAC and
begin to analyze the public involvement process.
d. Other Items
Mr. Arbeau asked for any other business needing discussion or any announcements.
