I. Welcome & Introduction
Mayor Barham, TPC Chairperson, called the meeting to order at 8:32 a.m. and welcomed
everyone in attendance
II. Public Comment on Agenda and Non - Agenda Items
Mayor Barham asked for any comments from the public on any of the agenda and non - agenda
items. There were none.
III. Review and Approve the Transportation Policy Committee's October 24, 2012 Meeting
Minutes
Mayor Barham asked for any comments or corrections to the October 24, 2012 minutes.
Receiving none, he asked for a motion to approve the meeting minutes. Judge Gossom made
the motion to approve. Mr. Schreiber seconded the motion, which the TPC committee
unanimously approved.

IV. Review and Comment Regarding the Technical Advisory Committee's January 16, 2013
Meeting Minutes —No Action Required
Mayor Barham asked for any comments regarding the TAC committee's January 16, 2013
meeting minutes. Receiving none, the committee moved on to the next agenda item.
V. Review and Approve Amendments to the 2010 -2035 Metropolitan Transportation Plan
Project List for January 2013 (See Enclosure)
Mr. Barnett directed the committee's attention to the Metropolitan Transportation Plan Project
List handout. He informed the committee that his staff contacts the Wichita Falls TxDOT District
Office, the City of Wichita Falls' Public Works Department, Lakeside City, Pleasant Valley, and
Wichita County on the first day of each month to see if these governmental entities have any
new projects they wish to add to the MTP Project List. Mr. Barnett stated that his staff received
a total of twenty -three new projects for addition to the MTP project list for this quarter
(November, December, and January). Mr. Barnett stated it was important to ensure new
projects got added to the MTP as they became available so that, if funding became available,
the project could move into the 2013 -2016 Transportation Improvement Program (TIP) as a
fiscally constrained project.
Mayor Barham asked for any comments concerning the revised MTP Project List. Receiving
none, he asked for a motion to approve the revisions to the 2010 -2035 MTP Project List. Mr.
Wilde made the motion to approve. Judge Gossom seconded the motion, which the TPC
committee unanimously approved.
VI. Review and Discussion of WFMPO Time Line of Projects and Consultant Let Studies:
Long -Range Project Readiness Plan, Transit Oriented Development Study, Update to
the Socioeconomic Data Collection and Forecast Study of 2008, and the 2015 -2040
Metropolitan Transportation Plan Update (See Enclosure)
Mr. Barnett directed the committee's attention to the Timeline of Projects and Consultant Led
Studies handout. He stated the timeline focuses on the FY 2012 through FY 2015 range,
displays the MPO's four largest projects broken up into milestones, and shows estimated costs
for those projects. Mr. Barnett went on to explain in detail the anticipated scope of each project
and how each project would benefit the MPO's vision of local transportation improvement. Mr.
Barnett stated the Long -Range Project Readiness Plan and the Transit Oriented Development
Study were of particular interest because they should help identify future transportation projects
for the area. He commented that the Socioeconomic Data Collection and Forecast Study was a
necessary input for the update to the 2015 -2040 Metropolitan Transportation Plan, which is a
federal requirement every five years. Mr. Barnett asked for any comments on the timeline. Mr.
Tegtmeyer commented that the timeline would give him a better understanding of future MPO
expenditures. After some more discussion about the proposed projects, the committee moved
on to the next agenda item. No action needed for this agenda item.
VII. Other Business:
A. Discussion & Overview of Progress on Local Transportation Projects — City and
TxDOT staff (Quarterly Review)

TxDOT Report: Mr. Rohmer reported that an illumination project from US 281 to US 287 was
complete. Also, he reported that bridge caps on the east end of Kell freeway were being
painted. Lastly, Mr. Rohmer reported the Windthorst Road Bridge on US 82/287 was under
construction and on schedule.
City Report: Mr. Schreiber reported that the Hike and Bike Trail from Seymour road to Barnett
Road was complete. He reported the Lawrence /Call Field road realignment was complete. The
2012 street rehabilitation was complete. Mr. Schreiber reported the 2013 street rehabilitation
project would bid in February. He stated the drainage project on Kemp Street was complete.
Future projects would include Cherokee Drainage project and McNiel Drainage project.
B. MPO Quarterly Financial Report (4th Quarter FY 2012 -July, August, September)
Mr. Barnett reported on the fourth quarter expenses for the MPO. He stated the MPO had spent
51.77% of its allocation for FY 2012. He stated this was the final report for FY 2012. He
informed the committee that he anticipated a carryover of $190,467 into FY 2013, of which
$55,008 had already been encumbered to pay for the completion of the Long -Range Project
Readiness Plan. He stated the remaining carryover of $135,459 would go towards funding the
Transit Oriented Development Study and the Socioeconomic Data Collection and Forecast
Study update. Mr. Barnett asked for any other questions or comments about the fourth quarter
report. Receiving none, Mayor Barham moved on to the next agenda item.
C. Long -Range Project Readiness Plan Development Report
Mr. Barnett provided the committee with a synopsis of the past three weeks effort from AMD
Engineering regarding the Long -Range Project Readiness Plan. He stated that the TAC
committee provided rankings to AMD of the project scoring criteria, which the plan will use to
score all new projects added to the MTP project list.
AMD took this input from TAC and developed a revised scoring matrix. AMD then met with MPO
and TxDOT staff to review the preliminary scoring criteria before presenting it to the entire TAC
committee. The MPO Director scheduled a TAC workshop on February 12, 2013 so that AMD
could give the TAC committee a dry run of the plan's scoring criteria utilizing some of the MPO's
transportation projects. The TAC committee will review the plan and its processes and make
recommendations at that time. AMD will begin analyzing the public involvement process in the
next few weeks. Mr. Barnett stated that AMD was about two weeks behind schedule but that
they should have a draft of the completed plan ready in time for the April TAC and TPC
meetings. Mr. Barnett stated he would probably ask for approval and adoption of the plan at the
July TPC meeting.
D. Other Items
Mr. Barnett asked for any other business needing discussion or any announcements. There
were no other comments or announcements.
