Resolution Authorizing City Staff To Execute All Documents
Necessary To Purchase 17 In-Car Digital Video Systems From L3
Communications Mobile-Vision, Inc. Through The Houston-
Galveston Area Council Of Governments, In The Amount Of
$78,115.00
WHEREAS, the City Council desires to purchase 17 in-car digital video systems
for police patrol vehicles;
WHEREAS, the City Council finds the purchase is a procurement necessary to
preserve or protect the public health or safety of the residents of the City of Wichita
Falls, and is therefore exempt from state bidding requirements pursuant to TEx. Loca�
Gov'T. Co�E § 252.022(a)(2);
WHEREAS, the City Council finds that this purchase is a procurement of
personal property sold under an interlocal contract for cooperative purchasing
administered by a regional planning commission established under Chapter 391 of the
TExas LocA� Gov CODE and is therefore exempt from state bidding requirements
pursuant to TEx. Loca� Gov'r. Co�E § 252.022(a)(12)(D); and,
WHEREAS, the City Council finds that this purchase is "available from only one
source because of patents, copyrights, secret processes, or natural monopolies" and is
therefore exempt from competitive bidding pursuant to TEx. Loca� Gov CODE §
252.022 (a)(7)(A)•
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
City staff is authorized to execute all documents necessary to purchase 17 in-car
digital video systems from L3 Communications Mobile-Vision, Inc., through the
Houston-Galveston Area Council of Governments, in the amount of $78,115.00.

L-3 Mobile-Vision, Inc. is the sole maaufacturer aod suppiier of the System-7
PR� !n-Car Video System throughout the USA. All responsibility for its
deslgn, function, support and service is with L-3 Mobile-V3slon. All sales
requests for our product are handled via the corpoirate offices ia New Jersey
and are generated directly trom the cuatomer via oar direct sales force. All
purchase orders are direct with L-3 Mobfle-Vision, Inc. Our product is not
sub-liceased or sold under any other name.
Additlonally, L-3 Mobile-Vision, Inc. is the sole provider of the VoiceLink
Plus 900MHz Wireless Microp6one (patent pendinp� aad the 144X Nite-
Watch camera products. These products are only available froa► L-3
Mobife-Vision who is solely responsible for their features and functionallty.
This would also include all parts for tbe System-'7 as well.
