Min 03/15/2011 209 CITY COUNCIL MINUTES Wichita Falls, Texas Memorial Auditorium Building March 15, 2011 Item 1 The City Council of the City of Wichita Falls, Texas met in regular session on the above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o'clock a.m., with the following members present. Glenn Barham - Mayor Dorothy Roberts-Burns - Mayor Pro Tern Linda Ammons - Councilors Michael Smith - Rick Hatcher - Tim Ingle - Mary Ward - Darron Leiker - City Manager Miles Risley City Attorney Lydia Ozuna - City Clerk Mayor Barham called the meeting to order. Item 2a Dr. David Hartman, First Christian Church, gave the invocation. Item 2b Mayor Barham led in the Pledge of Allegiance. Item 3 Mayor proclaimed March 17, 2011 as "Absolutely Incredible Kids Day" in Wichita Falls. This event is sponsored by Campfire USA North Texas Council. Item 4 David Brock, 320 Hilltop, asked Council to consider implementing a discount for season tickets to Castaway Cove or coupons on the April water bill. You will see an increase in the use of the Waterpark. Item 5 Minutes of the March 1, 2011 Council meeting were approved as distributed. Items 6-7b City Manager gave a briefing on the items listed under the Consent Agenda. 210 Items 6-7b continued Moved by Councilor Roberts-Burns that the Consent Agenda be approved. (a) Traffic Safety Commission, January 5, 2011 (b) Park Board, January 27, 2011 Item 8a ORDINANCE NO. 14-2011 Ordinance Authorizing The City Manager To Execute All Documents Necessary To Apply For And Accept Up To $110,000.00 From The Texas Department Of Transportation (TXDOT) For A Comprehensive Selective Traffic Enforcement Program (STEP) Grant For Fiscal Year 2012 And Appropriating Said Funds Into The Special Revenue Fund Moved by Councilor Smith that Ordinance No 14-2011 be passed. Motion seconded by Councilor Ward and carried by the following vote. Ayes: Mayor Barham, Councilors Ammons, Smith, Roberts-Burns, Hatcher, Ingle, and Ward Nays: None Item 8b ORDINANCE NO. 15-2011 Ordinance Amending Chapter 82 of the Code of Ordinances of the City of Wichita Falls To Adopt Rules For Use Of The Off Leash Dog Facility In Lake Wichita Park; Providing For A Penalty Not To Exceed $2,000 Per Violation; And Providing For Codification Moved by Councilor Hatcher that Ordinance No. 15-2011 be passed. Ayes: Mayor Barham, Councilors Ammons, Smith, Roberts-Burns, Hatcher, Ingle, and Ward Item 9a RESOLUTION NO. 21-2011 Resolution Authorizing The City Manager To Execute An Agreement With Secord & Lebow Architects, LLP, For The Design And Construction Oversight 211 Item 9a continued Of The City Of Wichita Falls Downtown Travel Center In An Estimated Amount Not To Exceed $332,500 Moved by Councilor Roberts-Burns that Resolution No 21-2011 be passed. Motion seconded by Councilor Ward and carried by the following vote. Ayes: Mayor Barham, Councilors Ammons, Smith, Roberts-Burns, Hatcher, Ingle, amd Ward Nays: None Item 9b RESOLUTION NO. 22-2011 Resolution Authorizing The Purchase Of Dispatch Radio Console Equipment And Related Services And Software From Dailey-Wells Communications, In A Total Amount Of$155,400 Moved by Councilor Ammons that Resolution No. 22-2011 be passed. Motion seconded by Councilor Ward and carried by the following vote. Ayes: Mayor Barham, Councilors Ammons, Smith, Roberts-Bums, Hatcher, Ingle, and Ward Nays: None Item 9c RESOLUTION NO. 23-2011 Resolution Authorizing The City Manager To Execute A Professional Services Agreement With Freese And Nichols Inc. For Preliminary Engineering Work For Rehabilitation Of The Sludge Digesters At The River Road Wastewater Treatment Plant In The Amount Of$65,800 For Basic Services Moved by Councilor Ammons that Resolution No. 23-2011 be passed. Motion seconded by Councilor Ward and carried by the following vote. Ayes: Mayor Barham, Councilors Ammons, Smith, Roberts-Bums, Hatcher, Ingle, and Ward Nays: None City Council recessed at 9:15 a.m. and reconvened at 9:25 a.m. Item 9d RESOLUTION NO. 24-2011 Resolution Authorizing The City Manager To Execute A License Agreement With The Tex Mex Baseball League Of Wichita Falls, Granting Extended Reservation Privilege To Use The Baseball Fields In Spudder Park And Williams Park During Their League Season In 2011 Moved by Councilor Roberts-Burns that Resolution No. 24-2011 be passed. Motion seconded by Councilor Ward and carried by the following vote. Ayes: Mayor Barham, Councilors Ammons, Smith, Roberts-Bums, Hatcher, Ingle, and Ward 212 Item 9d continued Nays: None Item 9e RESOLUTION NO. 25-2011 Resolution Confirming Appointments To The Firefighters And Police Officers' Civil Service Commission. Moved by Councilor Roberts-Burns that Resolution No. 25-2011 be passed. Motion seconded by Councilor Smith and carried by the following vote. Ayes: Mayor Barham, Councilors Ammons, Smith, Roberts-Burns, Hatcher, Ingle, and Ward Nays: None Item 10a City Manager introduced Norm Standifer, new Community Development Director. Item 10b Council members brought up the following matters. Councilor Dorothy Roberts-Burns: a) Is working with the Guadalupe Church to beautify that area and they want to permanently close Marconi Street from Holmes to the Expressway; it only affects that church. City Manager will get with Community Development to discuss the process with them for that. b) Is happy to have the Travel Center come about; it is a great thing for Wichita Falls. Councilor Mary Ward: a) Asked for an update on the sidewalks from City View ISD to the Expressway. Mr. John Burrus informed that it is going to the design phase; funds are there and available; also looking at John Tower and Southern Hills and others as part of this project. This is being done through the TXDOT"Safe Routes" Program. Councilor Michael Smith: a) Downtown St. Patrick'sDay celebration was well attended and was great. Appreciate those who worked on that b) Referred to the earthquake in Japan; we have some areas that are prone to earthquakes; in particular southern Missouri in 1811 had an earthquake that was more powerful than the one in Japan. We have a National Earthquake Preparedness Day in April and he would like for staff to review that and see if we need to participate at some level. c) Would like to give a push to thoughts and plans to revise the traffic pattern at Lawrence Road and Callfield. We need to move on that as quickly as funds are available and needs require. Get a little more push behind that. d) Requested a compilation of comparisons of like cities on water, trash, and sewer rates. Councilor Rick Hatcher: a) Local Red Cross needs your help; encouraged folks to give them financial help. b) District 3 town hall meeting was well attended; had 30-40 people, including the home school students. Thanked staff for their attendance and input. c) Welcomed Norm Standifier to the City staff. d) Keep people in Japan in your prayers; they are going to be very resilient and look to the United States foe help. Drill here, drill now 213 Councilor Timothy Ingle: a) Turn left at Arby's on red light. b) Thanked Larry Krugle and his staff for taking care of situation on the cleanup. c) Asked about the age of the gas lines; wants to assure our citizens that everything is being looked at. City Manager informed that we do not inspect commercial gas lines; that is under the Railroad Commission; we would look more at the residential private lines. We can have Randy West with Atmos to provide some information on the gas lines. d) Staff is doing a great job and we appreciate your efforts. Councilor Linda Ammons: a) Has an idea of how to help the Red Cross raise money and will visit with Councilor Hatcher about that. b) Our staff is great. She received the same call on the ditch at Southwest Parkway and Howard with Utilities did a great job. We are proud of our staff and what they do. c) Intersection of Maplewood and Midwestern Parkway where you turn right going toward Midwestern State, you cannot get out of Century Plaza because that line is so long, backs up to Vernon College. We need to look at that again, it is such a bottle neck. City Manager will have staff do some traffic counts and look at that again. d) Referred to rates and informed that the rural folks pay more for trash pickup and less pick up days than we do, $145/month for once a week pickup compared to our City at approximately $50/month for twice a week pick up. We have such a great deal here in our City. Mayor Glenn Barham: a) Suggested reviewing the MPO Plan for the right turn lane only at Midwestern Parkway and Maplewood. b) Tops in Blue are performing tonight at Memorial Auditorium; it is a great show, be sure to attend. c) Referred to earthquakes and informed that Saturday an earthquake occurred in southwest Texas in the Snyder area and was 3.9 on the Richter scale. Texas is not immune to earthquakes. d) Welcomed Norm Standifer. e) Left turn on red -there is now a sign at that location and the sign is on private property not City right-of-way. f) Have a good spring break and if you travel, be careful.
