CODE §501.073(a) provides "The corporation's authorizing unit will approve all programs and expenditures of a corporation and annually review any financial statements of the corporation," and, WHEREAS, on or prior to this date, the Wichita Falls 4B Sales Tax Corporation (4BSTC) approved the projects listed below as stated in its agenda. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: 1. The Wichita Falls 4B Sales Tax Corporation's approval and funding of the following programs and expenditures, as described above and in said corporation's agenda, is approved: Wee- Chi -Tah BMX Track Project, which will provide for construction of a BMX Track at Berend's Landing at Bridge Street & Wichita Street in an amount of up to $50,000. 2. The current fiscal year budget of the Wichita Falls 4B Sales Tax Corporation is amended in accordance with the aforementioned expenditures. 3. Two possible modeling approaches have been discussed with TCEQ: use of a complex water duality model known as the Water Quality Analysts Simulation Program (WASP) of making modifications to the TCEQ Continuously Stirred'l'an: Reactor (CSI'R) model. 2 1Pd2 Based on preliminary discussions wwitac TCFQ, CDM Smith recommends the second option of mudifying the existing CSTR model because of the following reasons: Mw discussions with TC1 Q ii dicate they feel that the CSTR approach is preferred. This would increase the uncertainty in thu results compared to die more streamlinect approach provided by the modified CSTR: model. This scope of work is pi esented below in Uslc 12.1.
