Emerging Technologies Committee — Proposal Evaluation Framework
Purpose: To give the committee a consistent, documented way to evaluate emerging
technology proposals, so every project is measured against the same standards before
any recommendation goes to Council.
1 . Water Impacts
• What is the projected daily and peak water demand, at startup and at full
buildout?
• Is the water used for cooling or process, and is it consumed or returned to the
system?
• Can the project use reclaimed or non-potable water instead of treated potable
supply?
• How does demand compare to current system capacity and our drought
contingency plan stages?
• Will the project agree to curtailment during drought restrictions?
2. Electrical Impacts
• What is the projected load in megawatts, and on what ramp schedule?
• Has the applicant engaged Oncor and ERCOT on interconnection, and what
upgrades would be required?
• Who pays for transmission and distribution upgrades?
• Will the project bring on-site generation or backup power, and what fuel source,
emissions, and noise would that involve?
• Is there any risk to reliability or rates for existing residential and commercial
customers?
3. Infrastructure Capacity
• What city infrastructure is needed: water and wastewater lines, treatment
capacity, roads, drainage?
• Is existing capacity enough, or would the city need capital improvements?
• Who funds them, on what timeline, and how would they fit into the CIP?
• Are there effects on public safety response, such as fire suppression needs or
hazmat considerations?
4. Costs and Revenue
• What are the direct costs to the city: infrastructure, staff time, ongoing service?
• What revenue is projected from property tax, sales tax, and utility revenue?
• Is the applicant requesting incentives (Chapter 312 abatement, Chapter 380
agreement, fee waivers)? If so, what is the net fiscal impact over the life of the
agreement?
• Are there clawback or performance provisions if commitments aren't met?
5. Land Use and Compatibility
• Is the proposed site properly zoned, and does it fit the comprehensive plan?
• What are the impacts on surrounding properties, such as noise, lighting, traffic,
and visual effects?
• Are there environmental concerns, including stormwater, emissions, and
wastewater discharge?
• Would the project affect airport operations or airspace, given proximity to SPS or
Kickapoo?
6. Economic Development Value
• How many permanent jobs, at what wage levels, and how many construction
jobs?
• What is the capital investment, and how much stays local?
• Does the project support workforce development or partnerships with MSU
Texas, Vernon College, or WFISD?
• Does it fit the city's and the WFEDC's broader economic development strategy?
7. Risks
• Financial: Is the company and its financing stable? What happens if the project
stalls or the company exits?
• Operational: Are there technology maturity concerns, decommissioning
obligations, or stranded infrastructure risk?
• Legal and regulatory: Is there pending state or federal regulation that could
change the picture, such as ERCOT large-load rules or state incentive changes?
• Public perception: What community concerns are likely, and how will they be
addressed?
