C 26-22 — 4445 Sisk Road — Limited Multi Family - Consider taking action on a request to allow for Limited Multi Family in a Single Family-2 (SF-2) zoning district. Applicant: Brian McCray Chairman Woodward asked if there was a motion for the request. Chairman Matt Marrs motioned to approve the request, and Commissioner Blake Haney seconded the motion. The case was presented to the Commission by Ms. Cates, and she noted that Mr. McCray has developed many properties in town. Staff met with Mr. McCray for a pre- development meeting for the proposed triplex, where he was informed that multifamily uses in the Single Family-2 zoning district would require conditional use approval. The subject property is located in southwest Wichita Falls, just southeast of the Kell Blvd. and Southwest Pkwy. intersection. Photos of the property and the adjacent neighborhood were shown, and noted was the operational history of the subject property from a commercial facility into a residential space. In 1958 the structure was built and operated as a 10-bedroom nursing home. Later on, it was converted into two functioning homes and is a 4,396 sq. ft. structure. Mr. McCray submitted a preliminary site plan showing the footprint of the structure and how it will be used for multifamily living spaces. Ms. Cates presented a zoning map of the area that showed single-family zoning with residential and multi-family uses. She pointed out the two nearby multi-family uses of an apartment to the west and a manufactured home park to the northwest. Staff sent out notices to 28 surrounding property owners, and three responses that were opposed and one response that was undecided were received. The majority of those were concerned with bringing multifamily into the neighborhood as well as parking concerns. Ms. Cates said that she went out to the site and took pictures towards the rear of the structure to show the space that Mr. McCray is looking to develop additional Planning and Zoning 5 September 9, 2026 With no further comments or discussion, Chairman Woodward took the motion to vote, and it passed with a 9-0 vote. R 26-07—2911 Huntington Lane— Rezone - Chairman Woodward declared the public hearing open at 2:17 concerning taking action on case R26-07. Public Hearing and take action on a request to rezone +/- 11.1 acres of land located at 2911 Huntington Ln. (Lot 1, Double T Ranch Plat Out of Abstract 95) from Single Family -1 to a General Commercial (GC) zoning district and amend the Land Use Plan from Low Density Residential to Commercial to allow for an RV park. Applicants: —Joe & Vickie Young, Curry & Aubrey Kunkel Commissioner Jack Browne made a motion to approve the request, and Commissioner Lisa Stephens-Musick seconded the motion. Ms. Cates presented the rezone request to the Commission. In her presentation she described the location of the proposed RV Park as being 11 acres out of a 61-acre tract of land that will be in the platting process in the next few months_ The site is currently zoned Single Family-1, noting that zoning was the automatic default designation that went to the property when it was annexed into the city int October of 1997. That zoning district does not allow for the development of an RV park; however, the property abutting to the north is General Commercial zoning. So, it makes the site eligible for a rezone where RVs are conditionally allowed. She stated that even with a rezone, the RV park will have to go through a conditional use permit, so they will still come before the board for that. The property is located in a very rural area in the northwest portion of the city, just southeast of the Northwest Freeway and Huntington Lane intersection and is at the very edge of the city limits. Multiple photos were shown to the Commission showing the land uses in the surrounding area, and one residential neighbor that is to the west of the property. With the subject property and most of the surrounding area being undeveloped. The preliminary site plan was presented to the board that showed the applicants will have two entrances and an exit, which will mainly be for fire safety and maneuverability when they bring the RVs in. The Park will have approximately 100 RV pad sites with amenities such as; a pavilion, playground, dog run and an on-site office. There is currently access to city water, but there is no sewer service that runs there. The applicants are in the septic system business, so they will install an on-site septic system for sewage. Planning and Zoning 7 September 9, 2026 Medellin was asked what the per acre basis for RVs were (that had been discussed at previous meetings). Director Medellin said 13-15 units per acre on the high end, and 3- 4 units per acre on the low end. Putting the median at 7-8 units per acre. One issue that Mr. Choate had concerns on was the floodplain, and runoff of water. Director Medellin spoke on this and explained that any commercial development over an acre is required to provide detention —or retention - and the development is required to have pre — and post - analysis done. The flow of rainwater that comes off of the property after it is developed will have to equal what the flow was prior to development. That would be analyzed and constructed as part of the overall development of the site. It was clarified that the Commission is only voting on the rezoning of the property today, and the RV park conditional use request will go before the Commission at a later date. Commissioner Michael Grassi asked the City Deputy Attorney if the opposition to this request puts them into the supermajority for voting with the recent Texas Senate Bill. Attorney Aguon stated that we haven't met that threshold yet. Mr. Medellin said there are five property owners that were notified of this rezone request, and a third opposition response would be needed to put it into the supermajority rule. With a third opposed response (even if we received that third opposed response between now and the City Council meeting) that would trigger the requirement for 6 out of 7 councilors. There were no additional comments from the public. Chairman Woodward closed the public hearing at 2:48pm. With no additional comments from the Commission, Chairman Woodward took the motion to vote, and it passed unanimously with a vote of 9-0. V. TA 26-03 -Zoning Amendment—Workshop Workshop to discuss zoning amendment changes for compliance with Senate Bill 785. Director Medellin went over the two options that were presented at the last meeting, and since staff was the applicant for both options, he noted that application was pulled, and it wasn't presented to City Council since there was no favorable recommendation given by this board. (At prior meeting, the board voted 5-3, being opposed to any changes to our ordinances regarding Texas Senate Bill 785.) The two options were: • Exclude manufactured homes from all of the other districts with the one where it's allowed by right, manufactured housing residential.
