Guests of the Forward Wichita Falls were introduced. II. Review & Approval of Minutes of November 24, 2020 Mr. Tony Fidelie made a motion to adopt the November 24, 2020, minutes. Mr. John Dickinson seconded the motion. The motion was passed unanimously, 7-0. Ill. Financial Update Ms. Montgomery-Gagne introduced the item and explained it had been five and a half years since the TIF4 Commission had last convened. The fund is doing well and currently has just under $2.5 million sitting and growing interest. Our projections are still based on the modest 3% annual growth. Projecting what the fund could generate from 2015-2035, the value should be just over $8 million. Staff directed the board to pages 13 & 14 in their meeting book to highlight additional financial details. Ms. Montgomery-Gagne noted at this point there was only one allocation of funding to help with a project outlined in detail in the 2020 minutes; partnering with Downtown WF Redevelopment and the City, hiring Post Oak Preservation Solutions to research and apply for the Indiana Ave. National Historic District °"' that subsequently was approved by the Department of Interior in 2023. That's a significant TIF#4 Board July 8, 2026 Page 12 benefit for property owners looking to renovate structures as they can move forward to Part B in the historic tax credit process (state and national) because there is already National Register district status in place. Ms. Montgomery-Gagne noted a $34,000 item and stated there was a pay back to the county due to review and oversight in prior years with the county auditor's office investigating all TIF districts in Wichita Co.; payment was to the bridge fund. This board agreed to set aside 60% of increment money for public projects and 40% for private projects. (Noted there is board discretion; then City Council final approval/oversight.) Currently, there would be about $1.4M for public projects and $1 M for private projects. IV. Presentation and Discussion from Forward Wichita Falls Ms. Lauren Williams, from Forward Wichita Falls, explained the organization focuses on economic development through attracting investment, supporting local businesses, and creating community opportunities. With 4B funding, Forward WF has expanded its role to include long-term downtown redevelopment and planning. Current efforts include: • Researching and analyzing downtown conditions. • Identifying derelict or underutilized buildings and areas needing reinvestment. • Identifying opportunities for growth and improvement. • Researching successful downtowns with similar populations to identify strategies for WF. • Exploring ways to encourage private investment and development. • Monitoring downtown trends and preparing information for future planning and business/industry investment. Forward WF contacted national brands to determine what Wichita Falls needs to attract them and which properties require investment to support increased sales and property tax revenue. In addition, Ms. Williams noted Forward WF has compiled a list of downtown property owners and invited approximately 200 owners to a meeting; however, only about 15 attended; outreach will continue. They discovered many downtown property owners live outside Wichita Falls, including some who live internationally. There are approximately 250 buildings within the TIF 4 zone under review. Previous redevelopment projects discussed in earlier meeting minutes have not yet been completed (Note: some projects under direction of former Downtown WF Redevelopment). Director Fabian Medellin stated that items are being developed for the TIF4 zone to help reinvigorate downtown. V. Action Item Action Item: Consider Rescinding a Previously Approved Motion from 2019 Allocating the TIF#4 Increment for Focused Street Improvement Project Downtown — 8th Street Between Ohio and Scott Street. Ms. Montgomery-Gagne presented history regarding the motion approved 2019. She noted the 2018 bond election with seven propositions that citizens voted on and only approved of one. The proposition approved was to partner with a project with OPG for affordable housing on Maplewood extension. She pointed out to the board that 8th street was one of the top priorities since it is a key corridor in and out of downtown along with Indiana and discussed additional needs in that area. At the time, the board's highest annual increment was TIF#4 Board July 8, 2026 Page 13 $130,000 per year and was recommended by the board for allocation to the 8Th Street project. The money for that project is still earmarked in the fund, until this board chooses to look at potentially rescinding that motion. The 2018 ($3.2 million) estimates for the project were mentioned and a current estimate for the cost of concrete, rebar and all the components is now estimated at $5M + (8th Street from LaSalle Alley to Lamar.) At this time, the city does not have other funding sources or a fund set-aside to partner in meeting the financial gap in order to make this project a reality. The 2018 estimated cost of $3.2 million included design, engineering and construction - everything. Staff directed the board to schematics of the project plan. Ms. Montgomery-Gagne pointed out the motion the board authorized in 2019 never moved forward to City Council after the bond funding failed. Today, the board can choose to consider releasing those earmarked increment funds for other potential projects. This board will still need to review any proposed projects, offer a recommendation via a vote and Council would have final funding determination. By taking action today, it would allow that money to be released, approx.$130,000 per year that was committed from 2019-2035, essentially 73% of your total increment funds. Chairman Filer asked if there was a motion. Commissioner Mark Beauchamp made the motion to rescind the previously approved 2019 motion allocating TIF#4 increment funds for Focused Streetscape Improvements Downtown, and Cody Magaria seconded the motion. Chairman Filer asked if there were any comments from the public or board, and there were no additional comments. Motion passed unanimously. VI. Other Business: a) Roster— updates; no revisions from the board b) Next Meeting Date — requested post HHH event & Sept.11. Commissioner Beauchamp questioned the applicability of data in the TIF4 Project & Financial Plan. Staff indicated it was point-in-time data from 2014 along with projections; elements required by state legislation when developing a TIF district. Chairman Filer requested a September agenda item to readdress project goals & objectives. VII. Adjournment Chairpers Filer c Iled for etinig adjournment, unanimously approved at 10:30am. ?— Vr- vg,6 Mr. en `Chip' iler Cate Chairperson
