Ord 43-2026 Rezoning 2206 Lucas Ave. 09/01/2026 Ordinance No. 43-2026 Ordinance rezoning +/- 7.46 acres of land from Single Family -2 (SF-2) to Planned Unit Development — Mixed Use (PUD-MU) located at 2206 Lucas Avenue (Lot 1, Block 1, Lamar Elementary School Addition out of Block 15, Cherokee County School Lands), and amend the Land Use Plan from Institutional to High Density Residential to allow senior living and a neighborhood communal meeting space WHEREAS, the city wants to promote affordable housing; and, WHEREAS, Resolution No. 05-2026 supports the Affordable Housing Tax Credit reuse conversion of Lamar Elementary School to Lucas Lofts; and, WHEREAS, the Planning and Zoning Commission considered the proposed zoning change at its August 12, 2026 meeting, and voted to recommend approval of this request; and, WHEREAS, the City Council has reviewed this request and has determined the herein described Zoning amendment is in the public interest. NOW, THEREFORE, BE IT ORDAINED/RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: 1 . 2206 Lucas Avenue (Lot 1 , Block 1 , Lamar Elementary School Addition out of Block 15, Cherokee County School Lands) as depicted on the attached map incorporated in this ordinance as Attachment "1", is hereby rezoned from Single Family -2 (SF-2) to a Planned Unit Development — Mixed Use (PUD- MU) zoning district to allow senior living and a neighborhood communal meeting space. 2. The area on the Land Use Map, as depicted on the attached map incorporated in this ordinance as Attachment "2", is hereby amended to change the area from Institutional to High Density Residential. 3. A conceptual plan represented by a Proposed Lucas Lofts Planned Unit Development — Mixed Use (PUD-MU) Development Regulations is herein incorporated as part of this ordinance as Attachment "3" and Site Plan as Attachment "4". Parcels Attachment "3" Proposed Lucas Lofts Planned Unit Development — Mixed Use (PUD-MU) Development Regulations 1. Land use regulations: A. Primary uses, allowed by right: 1. Residential dwelling, multi-family — Setting a maximum number of dwelling units up to 49 as outlined with the included site plan. 2. Neighborhood Communal Meeting Space — The 4,696-sf. center will serve as a multi-purpose space to allow for meetings, and a space for community events. B. Accessory uses allowed in conjunction with the primary uses only: 1. Private recreational area, limited; 2. Accessory uses — Typical amenities for multi-family development, e.g., dog walk area, outdoor seating, maintenance buildings or congregation areas. 2. Development Regulations: All development shall be consistent with Section 3100 Single-Family Residential (SF-2) development regulations, as amended. The guidelines shall apply to new structures built on the site and excludes any existing structures. The setbacks are indicated below: A. Front Setback: 25 ft. minimum. B. Exterior Side Setback: 25 ft. minimum. C. Interior Side Setback: 20 ft. minimum. D. Rear Setback: 20 ft. minimum. E. Building Coverage: 50 percent of lot area, maximum. F. Open Space: 50 percent of lot area, minimum. G. Height: 19' Maximum. H. Residential Density: 49 primary dwelling units per the Planned Unit Development- Mixed Use. I. Parking, Off-Street: A minimum of 67 on-site parking spaces shall be provided as outlined: • Dwelling, Efficiency one-bedroom unit: 1 space per 1 dwelling units (19 parking spaces) • Dwelling, one-bedroom unit: 1 space per dwelling units (28 parking spaces) • Dwelling, two-bedroom units: 2 spaces per dwelling unit (4 parking spaces) • Community center, events venue, and civic uses: 4 spaces per 1,000 sf. (16 parking spaces) J. Parking Lot Design and Materials, shall be regulated by Section 6200 of the Zoning Ordinance, City of Wichita Falls, as amended. The development shall not be permitted any additional curb cuts and shall utilize the two existing curb cuts, with one designated for ingress and the other for egress. K. Screening Requirements: To promote open space and green spaces, encourage outdoor activities while giving residents privacy from adjacent park patron, the site will require a park boundary buffer. A landscaped buffer shall be provided along the developed portion of Lucas Lofts, excluding the open space of Lucas Lofts property boundary adjacent to the public park. The buffer shall include a combination of canopy trees, understory trees, and shrubs sufficient to provide visual separation between the development and the park. The final design and plant materials shall be subject to approval by Planning and Development Services. A six-foot privacy fence shall be required to provide a visual buffer between the proposed development and the residential uses located along the north side interior lot line. L. Landscaping: In addition to the minimum landscaping requirements of Section 6800, Wichita Falls Code of Ordinances, the development shall provide enhanced shrub and ornamental planting areas consistent with the overall character depicted in the approved conceptual rendering. Shrub beds shall incorporate a variety of plant species, sizes, textures, and heights, with plantings arranged in layered groupings to provide a full and cohesive appearance. Enhanced shrub landscaping shall be incorporated along building foundations, primary entrances, parking areas, and other highly visible areas of the development. The final landscape plan shall be subject to review and approval by Planning and Development Services. M. Outdoor Lighting: shall be directed away from adjacent residential uses; shall be regulated by Section 5975 of the Zoning Ordinance, City of Wichita Falls, as amended. N. Sign Regulations: Signs Shall be regulated by the zoning ordinance with the same restrictions as applied in the Single Family 2 (SF-2) district for Institutional and Apartment sign types, Section 6700 — Sign Regulations. O. Other Requirements: All regulations of the zoning ordinance which have not been specifically addressed in this ordinance shall apply to this Planned Unit Development - MU (PUD-MU) Ordinance and are hereby made a part hereof and included herein.
