Resolution Authorizing the Use of $800,000.00 Housing Choice
Voucher Administrative Fee Reserves to Address the Calendar Year
2026 Housing Assistance Payment Funding Shortfall
WHEREAS, the City of Wichita Falls Housing Division administers the Housing
Choice Voucher Program and provides Housing Assistance Payments (HAP) on behalf
of eligible participating families; and,
WHEREAS, the Housing Division is projected to experience a HAP funding
shortfall during Calendar Year 2026 and has worked with the U.S. Department of Housing
and Urban Development (HUD) Shortfall Prevention Team to review current HAP
expenses, leasing levels, available funding, and projected program needs; and,
WHEREAS, HUD has strongly recommended the use of $800,000.00 in available
Housing Choice Voucher Administrative Fee Reserves to address the projected HAP
funding shortfall, which includes a buffer amount recommended by HUD to ensure
sufficient funding is available to meet HAP obligations.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:
The City Manager or his designee is authorized to execute all documents necessary
for the use of $800,000.00 in available Housing Choice Voucher Administrative Fee
Reserves, the recommended amount necessary and allowable under HUD requirements,
to address the projected Calendar Year 2026 Housing Assistance Payment funding
shortfall. This amount includes a buffer amount specified by HUD.
