Notice is hereby given that on August 24, 2026, the City Council of the City of Wichita
Falls will hold a regular meeting at 8:30 a.m. at the MPEC, 1000 Fifth Street, Hayley Eye
Clinic Seminar Room, for the purpose of considering the following items:

1. PURPOSE / DESCRIPTION
In accordance with the Tax Code Chapter 26, a city considering adopting a tax rate
must approve a proposed tax rate by a record vote to be listed on the Notice of Public
Hearing on Tax Rate Increase (Form 50-876).
2. STAFF ANALYSIS / BACKGROUND / PRIOR COUNCIL ACTIONS
The current property tax rate for the City of Wichita Falls is $0.6825 per $100 of
assessed value, and the no-new-revenue tax rate is $0.659679. The no-new-revenue
tax rate is essentially the rate that generates the same tax revenue as the prior year
from properties on the tax roll in both tax years. The voter-approval rate is $0.717729.
The voter-approval tax rate is the rate the City may adopt but not exceed.
The current version of the proposed FY 2027 budget recommends a tax rate of
$0.677900, which is 0.67% lower than the tax rate in FY 2026 (current year). This tax
rate does not exceed the voter-approval tax rate.
The City Council must take a record vote expressing its intent to adopt a tax rate that

equals the tax rate in the Proposed Budget or expressing its intent to adopt a tax rate
other than the rate in the Proposed Budget. Council may vote to propose a tax rate
between the no-new-revenue tax rate and the voter-approval tax rate.
The proposed budget will raise more total property taxes than last year's budget by
$490,338 (0.92%), and of that amount, $441 ,113 is tax revenue to be raised from the
new property added to the tax roll this year. For more information on how it may impact
you, please reference the Taxpayer Impact Statement included as part of this agenda

Because the Proposed Tax Rate exceeds the no-new-revenue tax rate but is below the
voter-approval tax rate, a record vote of this Council is required. Note that the motion to
approve the Resolution must include a proposed tax rate. Approval of this agenda item
expresses the governing body's intent to hold a public hearing on the proposed tax rate
on September 15, 2026, at a regularly planned Council meeting.

4. RECOMMENDATION
Staff recommends the Council, by record vote, approve the resolution proposing a
property tax rate of $0.6779 for FY 2027 to be considered at a public hearing scheduled

1 . The City Council of the City of Wichita Falls hereby expresses its intent to place
an item on the City Council agenda of September 15, 2026, to consider adopting a

WHEREAS, Jeffery Jenkins is the current City Manager of the City of Wichita Falls.

SECTION 1 . The Mayor is hereby authorized to execute a separation agreement
with Jeffery Jenkins pursuant to his Professional Services Agreement. This
agreement shall be approved as to form by the City Attorney.

Resolution appointing James A. McKechnie City Manager for the City
of Wichita Falls and authorizing the Mayor to negotiate a Professional
Services Agreement with the Appointee
WHEREAS, Section 57 of the City Charter authorizes the City Council to appoint
the City Manager.
WHEREAS, Mr. McKechnie served with distinction as the City of Wichita Falls
Interim City Manager from November 6, 2024, through June 8, 2025; and,
WHEREAS, Mr. McKechnie has served as the Deputy City Manager since June
14, 2025.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
James A. McKechnie is hereby appointed as the City Manager for the City of
Wichita Falls, effective on September 1 , 2026, at 8:00 a.m. and will, on said date, replace
the current City Manager.
The Mayor is authorized to negotiate and sign a Professional Services Agreement,
in a form approved by the City Attorney, with the appointee.
