V. Review and Approve the 2026 TxDOT PM1 Safety Performance Measure
Mr. Barnett directed the policy board's attention to Resolution #1-2026. He stated this
resolution continues support for the performance measures and targets set in Resolution
#1-2025 that were adopted by the Policy Board in January 2025. Mr. Barnett stated this
resolution adopts the Safety Performance (PM1) targets for 2026 that are set for the
Texas Department of Transportation (TxDOT). He commented that in addition to the
adoption of the estimated 2026 PM1 targets, the table now shows actual data averages
from calendar years 2020 through 2024. This gives the reader a good understanding of
how the state has worked towards reducing injuries and fatalities on Texas highways.
Mr.Barnett stated that each MPO has the choice to create its own Performance Measures
(PM), or to adopt performance measures created by the State of Texas. Since their
inception in 2018,WFMPO has always adopted and supported the TxDOT Performance
Measures issued by the State of Texas.
Mr. Barnett informed the committee that this particular PM was tabled by the Policy
Board at the February 11, 2026 Transportation Policy Committee (TPC) meeting. The
reason for doing this was to allow our local TxDOT District Office an opportunity to
compare their local statistical numbers with those of the state. Everything checked out
and our local districted asked that this item be included on the April TAC&TPC agendas
for review and approval.
Mr. Barnett asked for any comments or questions regarding the PM1 resolution.
Receiving none, Mayor Short asked for a motion to approve the PM1 safety performance
measure. Judge Johnson made the motion to approve. Mr. Wilde seconded the motion,
which passed unanimously.

it will supersede the current 2025-2028 TIP. Mr. Barnett discussed updates to the new
TIP stating most of the information stayed the same. He presented the updated table of
Progress from Previous Years, and discussed the Federally Funded Mobility Highway and

making an amendment to Subtask 5.4 of the UPWP. He stated that our FHWA
representative informed us that we should update the language in Subtask 5.4 of our
UPWP to reflect our involvement in completing the SS4A award agreement between the
City of Wichita Falls and the USDOT.The additional language states that WFMPO staff will
assist the City of Wichita Falls in programming an SS4A Award Agreement from USDOT
in the amount of$300,000 (80/20 split) for the express purpose of hiring a qualified
consulting firm to create and develop for the City of Wichita Falls an approved

VIII. Information Update on the Safe Streets and Roads for All (SS4A) Planning Grant
Award Agreement and Release of the RFQ for Consultant Services
Mr. Barnett stated that on December 30, 2025, WFMPO received an email notification
from the Federal Highway Administration (FHWA) that the City of Wichita Falls was
selected for an award of$240,000.00 in USDOT Federal funding. This funding will be used
by the City of Wichita Falls to hire a qualified consulting firm to create and develop a
Comprehensive Safety Action Plan (CSAP) for the express purpose of gaining access to
SS4A funding programs.
Mr.Barnett stated that WFMPO staff presented the award agreement as a consent agenda
item at the March 17th City Council meeting. City Council approved the ordinance to
accept the federal funding of$240,000 (80%) with a required local match of$60,000
(20%). During this time, USDOT reviewed the SS4A award agreement and made
comments and recommendations. WFMPO staff incorporated those changes and
resubmitted the award agreement to FHWA for review by USDOT. We are currently
waiting on USDOT to return an approved and signed agreement. Once the agreement is
received, and then signed by the City Manager, WFMPO will issue a Request for
