Res 079-2026 retention of the existing workforce located at 2000 Old Burkburnett Hwy 08/04/2026 Resolution No. 79-2026 Resolution approving the programs and expenditures of the Wichita Falls Economic Development Corporation (WFEDC, 4A) by authorizing funding up to $128,000 to Wichita Falls Manufacturing, Inc. to assist in the retention of the existing workforce located at the company's facility at 2000 Old Burkburnett Hwy in Wichita Falls WHEREAS, Texas Local Gov't. Code § 501.073(a) provides "The corporation's authorizing unit will approve all programs and expenditures of a corporation and annually review any financial statements of the corporation"; and, WHEREAS, on July 23, 2026, the Wichita Falls Economic Development Corporation's Board of Directors approved the project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: The project described above of the Wichita Falls Economic Development Corporation is hereby approved. Wichita Falls Manufacturing, located at 2000 Old Burk Hwy in Wichita Falls, has been in business since 1986. A local parent company has entered into negotiations to purchase the business and intends on retaining the existing 32 full-time employees located at the plant. The average wages of the employees is $43,600/year and the new owner has committed to raising the average to the living wage standard for Wichita Falls, $49,000/year, and add 15 new full-time employees. The Project: Total company acquisition, to include 60,000 square feet of existing manufacturing space, all contracts, and workforce. Local Incentive Proposal: The company is requesting the following from the Wichita Falls Economic Development Corporation: Retention Incentive in the amount of$128,000 paid out at a rate of$4,000 per full-time position retained for a minimum of 6 months, paid in accordance with the company average of$43,600. Recommendation: We recommend a job retention incentive paid out at a rate of $4,000 per full-time employee retained at the company for a minimum of 6 months, up to 32 full-time employees. Not to be paid out until all documentation requirements have been met for each employee.
